Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 994. Statutory authority:
IC 4-30-3-9. Effective October 31, 2008.
SECTION 1. The name of the scratch-off game is "scratch-off game number 994, Surprise Bucks".
SECTION 2. Scratch-off tickets in scratch-off game number 994 shall sell for one dollar ($1) per ticket.
SECTION 3. Each ticket in scratch-off game number 994 shall contain a total of six (6) play/prize symbols. If a question arises as to the play/prize symbol, the play/prize symbol caption will be used for final clarification. The play/prize symbol captions correspond with and verify the play/prize symbols as follows:

SECTION 4. The retailer validation code verifies instant winners in this game for prizes up to five hundred ninety-nine dollars ($599). The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 5. Neither the retailer validation code, the pack-ticket number, the validation number, nor any portion of the preceding are play symbols or prize symbols and are not usable or playable as such.
SECTION 6.
A prize winner in scratch-off game number 994 is determined by removing the scratch-off material from the play/prize area, revealing a total of six (6) play/prize symbols. If three (3) matching play/prize symbols are revealed, the ticket holder is entitled to win that amount. If two (2) matching play/prize symbols and a "
" (black stocking) symbol are revealed, the ticket holder is entitled to win that amount instantly. If two (2) matching play/prize symbols and a "
" (red stocking) symbol are revealed, the ticket holder is entitled to win double that amount instantly.
SECTION 7. Prizes are subject to prior sales. The possible winning prize combinations are as follows:
Total value of all prizes*: $1,722,000
Approximate print quantity: 2,880,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.
SECTION 8.
If the director determines an end date for scratch-off game number 994 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process, even if all prizes of three thousand dollars ($3,000) have been claimed. Scratch-off game number 994 may be closed prior to all prizes being awarded.
