Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 111. Statutory authority:
IC 4-30-3-9. Effective October 21, 2008.
SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 111, Chilly Cash Scratch Pack".
SECTION 2. Chilly Cash Scratch Pack is a pouch game. Each individual Chilly Cash Scratch Pack will consist of a pouch containing one (1) strip of six (6) scratch-off tickets. Each strip will contain the following tickets:
(1) Double Diamond.
(2) Black Jack Frost.
(3) Chilly 7's.
(4) Blizzard Bucks.
(5) Brisk Bingo.
(6) Wintry Roulette.
SECTION 3. Chilly Cash Scratch Pack shall sell for ten dollars ($10) per pouch. The pouch is the unit for sale. The six (6) scratch-off tickets contained in the pouch are valued at two dollars ($2) each but are not for individual sale.
SECTION 4. Each scratch-off ticket named "Double Diamond" shall contain a total of twelve (12) play/prize symbols, which includes six (6) play/prize symbols located in the area labeled "GAME 1" and six (6) play/prize symbols located in the area labeled "GAME 2". The play/prize symbols in each game are organized in a matrix of three (3) rows and two (2) columns. The available play/prize symbols for Double Diamond, including captions, are as follows:
SECTION 5. (a) Each scratch-off ticket named "Black Jack Frost" shall contain a total of twelve (12) play symbols, which includes two (2) play symbols located in the area labeled "DEALERS'S [sic] HAND", two (2) play symbols located in the area labeled "PLAYER'S HAND 1", two (2) play symbols located in the area labeled "PLAYER'S HAND 2", two (2) play symbols located in the area labeled "PLAYER'S HAND 3", two (2) play symbols located in the area labeled "PLAYER'S HAND 4", and two (2) play symbols located in the area labeled "PLAYER'S HAND 5". The available play symbols for Black Jack Frost, including captions, are as follows:
(b) Each scratch-off ticket named "Black Jack Frost" shall contain a total of five (5) prize symbols, located beneath and corresponding with each set of two (2) play symbols in the areas labeled "PLAYER'S HAND 1", "PLAYER'S HAND 2", "PLAYER'S HAND 3", "PLAYER'S HAND 4", and "PLAYER'S HAND 5".
SECTION 6. Each scratch-off ticket named "Chilly 7's" shall contain a total of nine (9) play symbols. The play symbols are organized in a matrix of three (3) rows and three (3) columns. The available play symbols for Chilly 7's, including captions, are as follows:
SECTION 7. (a) Each scratch-off ticket named "Blizzard Bucks" shall contain a total of seven (7) play symbols, which includes one (1) play symbol located in the area labeled "LUCKY NUMBER" and six (6) play symbols located above and corresponding with each prize symbol in the area labeled "YOUR NUMBERS". The available play symbols for Blizzard Bucks, including captions, are as follows:
(b) Each scratch-off ticket named "Blizzard Bucks" shall contain a total of six (6) prize symbols, located beneath and corresponding with each play symbol, in the area labeled "YOUR NUMBERS".
SECTION 8. Each scratch-off ticket named "Brisk Bingo" shall contain a total of thirty-seven (37) play symbols. Twelve (12) play symbols appear in the area labeled "CALLER'S CARD" and are organized in a matrix of three (3) rows and four (4) columns. The available play symbols appearing in the "CALLER'S CARD" area, including captions, are as follows:
Twenty-five (25) play symbols appear in the area labeled "BINGO CARD" and are organized in a matrix of five (5) rows and five (5) columns. The available play symbols appearing in the "BINGO CARD" area, including captions, are as follows:
SECTION 9. (a) Each scratch-off ticket named "Wintry Roulette" shall contain a total of seven (7) play symbols. One (1) play symbol shall be located in the area labeled "WHEEL NUMBER". Six (6) play symbols shall be located above and corresponding with each prize symbol in the area labeled "YOUR NUMBERS". The available play symbols for Wintry Roulette, including captions, are as follows:
(b) Each scratch-off ticket named "Wintry Roulette" shall contain a total of six (6) prize symbols, located beneath and corresponding with each play symbol, in the area labeled "YOUR NUMBERS".
SECTION 10. (a) If a question arises as to identity of a play symbol, the play symbol caption, which corresponds with and verifies each play symbol, will be used for final clarification.
(b) The available prize symbols for all six (6) scratch-off tickets listed in Section 2 of this rule document [SECTION 2 of this document], including captions, are as follows:

SECTION 11. Each individual ticket in the pouch game shall have a retailer validation code. The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 12. Neither the retailer validation code or any portion thereof, the pack-ticket number or any portion thereof, nor the validation number or any portion thereof are play symbols or prize symbols and are not usable or playable as such.
SECTION 13. (a) Each of the six (6) scratch-off tickets in the Chilly Cash Scratch Pack is played individually. To play each ticket, the scratch-off material must be removed from the play and prize areas revealing the play and prize symbols.
(b) On each scratch-off ticket named "Double Diamond", the area labeled "GAME 1" and the area labeled "GAME 2" each constitute separate and independent opportunities to win. If three (3) identical prize symbols are revealed in either "GAME", the ticket holder is entitled to win that amount. If two (2) identical prize symbols and a "
" (shovel) symbol are revealed in either "GAME", the ticket holder is entitled to win double the prize amount. Prize symbols in the area labeled "GAME 1" cannot be used to create combinations in the area labeled "GAME 2" and vice versa.
(c) On each scratch-off ticket named "Black Jack Frost", each area composing [sic] of two (2) play symbols and one (1) prize symbol labeled "PLAYER'S HAND 1", "PLAYER'S HAND 2", "PLAYER'S HAND 3", "PLAYER'S HAND 4", and "PLAYER'S HAND 5" constitutes a separate and independent opportunity to win. If the total of the two (2) play symbols in each "PLAYER'S HAND" is greater than the total of the two (2) play symbols in the "DEALER'S HAND", then the ticket holder is entitled to win the corresponding prize shown for only that "PLAYER'S HAND". If the "
" (bust) symbol is revealed in the "DEALER'S HAND" play area, the ticket holder is entitled to win all five (5) prizes shown. The play symbols with the captions "JCK", "QUN", and "KNG" have the value of ten (10). The play symbol with the caption "ACE" has the value of eleven (11).
(d) On each scratch-off ticket named "Chilly 7's", a row of three (3) play symbols constitutes a separate and independent opportunity to win. Play symbols revealed in a row pertain only to that row and cannot be combined with play symbols in other rows. If the three (3) play symbols revealed in a single row are identical, the ticket holder is entitled to win the prize amount shown in the prize grid below:
(e) On each scratch-off ticket named "Blizzard Bucks", if any of the "YOUR NUMBERS" play symbols match the "LUCKY NUMBER" play symbol, the ticket holder is entitled to win the prize shown for that number.
(f) On each scratch-off ticket named "Brisk Bingo", if the play symbols revealed in the "CALLER'S CARD" play area match the play symbols in the "BINGO CARD" play area and the matching play symbols, when combined with any "FREE" spaces on the "BINGO CARD" play area, form one (1) of the following patterns:
(1) a line of five (5) consecutive matching play symbols or "FREE" spaces forming either a horizontal, vertical, or diagonal line, appearing as one (1) of the lines in the following diagram:

(2) a total of four (4) matching play symbols or "FREE" spaces with one (1) matching play symbol or "FREE" space in each of the four (4) corners of the "BINGO CARD" play area matrix, appearing as in the following diagram:

(3) a total of nine (9) matching play symbols or "FREE" spaces arranged to form a complete and upright "T" with five (5) matching play symbols or "FREE" spaces across the top row of the "BINGO CARD" play area and four (4) matching play symbols or "FREE" spaces located in the middle column of the "BINGO CARD" play area, appearing as in the following diagram:

(4) a total of nine (9) matching play symbols or "FREE" spaces arranged to form an "X" with matching play symbols or "FREE" spaces aligning diagonally from each corner of the "BINGO CARD" play area toward and including the center square of the "BINGO CARD" play area, appearing as in the following diagram:

(5) a total of sixteen (16) matching play symbols or "FREE" spaces with one (1) matching play symbol or "FREE" space in each play spot on the perimeter of the "BINGO CARD" play area forming a complete box, appearing as in the following diagram:

then the ticket holder is entitled to win the prize amount that corresponds with the pattern of matching plays symbols and "FREE" spaces as described in the prize legend below:
(g) On each scratch-off ticket named "Wintry Roulette", if any of the play symbols in the "YOUR NUMBERS" area match the play symbol in the "WHEEL NUMBER" area, the ticket holder is entitled to win the prize amount appearing below and corresponding with that number.
SECTION 14. The possible winning prize combinations and the odds of winning each prize combination are as follows:
Total value of all prizes*: $4,972,000
Overall pouch odds: 1 in 1.17
Aggregate ticket odds: 1 in 7.04
Approximate pouch print quantity: 724,500 (-3%/+1%)
Approximate ticket print quantity: 4,347,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or additional tickets ordered, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 15.
If the director determines an end date for the Chilly Cash Scratch Pack game under 65 IAC 4-2-3(a), pouches may remain on sale during the game closing process even if all prizes of one hundred thousand dollars ($100,000) have been claimed. The Chilly Cash Scratch Pack game may be closed prior to all prizes being awarded.
SECTION 16.
65 IAC 4-1 through 65 IAC 4-3 apply to Scratch-Off Game Number 111, Chilly Cash Scratch Pack.
