Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 981. Statutory authority:
IC 4-30-3-9. Effective August 7, 2008.
SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 981, 8 TIMES THE LUCK".
SECTION 2. Scratch-off tickets in scratch-off game umber [sic] 981 shall sell for five dollars ($5) per ticket.
SECTION 3. Play symbols: Each ticket in scratch-off game number 981 will have eight (8) separate and independent games labeled "GAME 1", "GAME 2", "GAME 3", "GAME 4", "GAME 5", "GAME 6", "GAME 7", and "GAME 8". Each ticket will contain a total of forty (40) play symbols, with four (4) play symbols located in the area labeled "LUCKY NUMBERS", one (1) play symbol located in the area labeled "GAME 1", two (2) play symbols located in the area labeled "GAME 2", three (3) play symbols located in the area labeled "GAME 3", four (4) play symbols located in the area labeled "GAME 4", five (5) play symbols located in the area labeled "GAME 5", six play symbols located in the area labeled "GAME 6", seven (7) play symbols located in the area labeled "GAME 7", and eight (8) play symbols located in the area labeled "GAME 8". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 981 shall contain a total of eight (8) prize symbols located beneath and corresponding with each "GAME". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:
SECTION 5. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 6. How to win: A prize winner in the scratch-off game number 981 is determined by removing the scratch-off material from the play and prize areas, revealing a total of forty-eight (48) play and prize symbols as described in SECTIONS 3 and 4 of this document. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (or any portion thereof), nor the validation number (or any portion thereof) are play symbols or prize symbols and are not usable or playable as such. In each separate and independent "GAME", if any of the "YOUR NUMBERS" play symbols for that GAME match any of the "LUCKY NUMBERS" play symbols, the ticket holder is entitled to win the corresponding prize shown for that "GAME". If a multiplier symbol is revealed, 2X, 3X, 4X, 5X, 6X, 7X, or 8X, the ticket holder is entitled to win the prize shown for that "GAME" multiplied by the multiplier amount.
SECTION 7. Prize structure: The possible winning prize combinations are as follows:
Total value of all prizes*: $7,109,186
Approximate print quantity: 2,040,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 8.
If the director determines an end date for scratch-off game number 981 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of eighty-eight thousand eight hundred eighty-eight dollars ($88,888) have been claimed.
