Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 982. Statutory authority:
IC 4-30-3-9. Effective July 11, 2008.
SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 982, HOT MILLIONS".
SECTION 2. Scratch-off tickets in scratch-off game number 982 shall sell for twenty dollars ($20) per ticket.
SECTION 3. Play symbols: Each ticket in scratch-off game number 982 shall contain a total of twenty-seven (27) play symbols with six (6) play symbols located in the area labeled "WINNING NUMBERS", twenty (20) play symbols located above and corresponding with each prize symbol in the area labeled "YOUR NUMBERS", and one (1) play symbol in the area labeled "FAST $100". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 982 shall contain a total of twenty (20) prize symbols located beneath and corresponding with each play symbol within the area labeled "YOUR NUMBERS". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:
SECTION 5. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

How to win: A prize winner in the scratch-off game number 982 is determined by removing the scratch-off material from the play and prize areas revealing a total of forty-seven (47) play and prize symbols as described in SECTIONS 3 and 4 of this document. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (or any portion thereof), nor the validation number (or any portion thereof) are play symbols or prize symbols and are not usable or playable as such. If any of "YOUR NUMBERS" play symbols match any "WINNING NUMBERS" play symbols, the ticket holder is entitled to win the corresponding prize shown for that number. If the "
" (flame) symbol is revealed, the ticket holder is entitled to win the corresponding prize shown automatically. If the "
" (win $100) symbol is revealed in the area labeled "FAST $100", the ticket holder is entitled to win one hundred dollars ($100) automatically.
SECTION 7. Prize structure: Top prize of one million dollars ($1,000,000) will be paid out as an annuity in annual installments over twenty (20) years. The possible winning prize combinations are as follows:
Total value of all prizes*: $17,760,000
Approximate print quantity: 1,200,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 8.
If the director determines an end date for scratch-off game number 982 under 65 IAC 4-2-3(a), tickets may remain on sale during the game closing process even if all prizes of one million dollars ($1,000,000) have been claimed.
