Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 965. Effective May 29, 2008.
SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 965, GAS FOR LIFE".
SECTION 2. Scratch-off tickets in scratch-off game number 965 shall sell for five dollars ($5) per ticket.
SECTION 3. Play symbols: Each ticket in scratch-off game number 965 shall contain a total of fifteen (15) play symbols with three (3) play symbols located in the area labeled "WINNING NUMBERS", twelve (12) play symbols located above and corresponding with a prize symbol in the area labeled "YOUR NUMBERS". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 965 shall contain a total of twelve (12) prize symbols located beneath and corresponding with each play symbol in the area labeled "YOUR NUMBERS". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:
The "
" (life prize) symbol represents the top prize of seventy-eight thousand dollars ($78,000), which is payable as one thousand five hundred and sixty dollars ($1,560) a year for fifty (50) years or the present cash value of the prize awarded as one lump-sum payment of thirty-six thousand dollars ($36,000).
SECTION 5. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

How to win: A prize winner in the scratch-off game number 965 is determined by removing the scratch-off material from the play and prize areas revealing a total of twenty-seven (27) play and prize symbols. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (nor any portion thereof), nor the validation number (nor any portion thereof) are play symbols or prize symbols and are not usable or playable as such. If any of "YOUR NUMBERS" play symbols match any of the "WINNING NUMBERS" play symbols, the ticket holder is entitled to win the corresponding prize shown for that number. If the "
" (gas pump) symbol is revealed in the area labeled "YOUR NUMBERS", the ticket holder is entitled to win a top prize of one thousand five hundred and sixty dollars ($1,560) a year for fifty (50) years or the ticket holder can elect to take the present cash value of the prize awarded in a lump sum, equaling thirty-six thousand dollars ($36,000).
SECTION 7. Prize structure: The top prize of seventy-eight thousand dollars ($78,000) will be paid out as an annuity of one thousand five hundred and sixty dollars ($1,560) per year, for a total of fifty (50) years, or as a lump sum equaling thirty-six thousand dollars ($36,000). All possible winning prize combinations are as follows:
Total value of all prizes*: $10,507,000
Approximate print quantity: 3,000,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 8.
65 IAC 4-1 through 65 IAC 4-3 apply to Scratch-Off Game Number 965, GAS FOR LIFE to the extent that any provision of 65 IAC 4-1 through 65 IAC 4-3 does not conflict with this emergency rule.
