Under IC 4-22-2-24, notice is hereby given that on July 11, 2008, at 10:30 a.m., at the Indiana Government Center North, 100 North Senate Avenue, Room N501, Indianapolis, Indiana, the Natural Resources Commission will hold a public hearing on proposed 312 IAC 6.3, which would govern water withdrawal contracts from state reservoirs.

All requirements or costs imposed by the rule amendments on regulated entities under IC 4-22-2-24(d)(3) are reasonably necessary for the implementation of P.L.231-2007. The impact of the proposed rules is based upon an estimate of costs, made by an established and reputable engineering firm with offices located in Indiana, for compiling information for the "written request". For new contracts or contract revisions, the estimate is that regulated entities would expend approximately $18,000 to compile and report the information. Information required of the regulated entities is critical for determining the impact of the proposed water withdrawal and for conservation and management of the state's water resources.
