Indiana Insurance Producer Prelicensing Education Materials Conditional Approval

This bulletin is directed to all entities offering insurance producer prelicensing courses and all candidates for a producer's license. On March 9, 2007, the Indiana Department of Insurance (IDOI) issued Bulletin 146. Bulletin 146 requested that all certified prelicensing course material incorporate the new Subject Matter and Content Outlines. Bulletin 146 also requested that all course providers submit course material to the Department for review and compliance with the revised content outlines by May 1, 2007.

Pursuant to IC 27-1-15.7-5(d), the Commissioner now recommends that Subject Matter and Content Outlines are a necessary improvement in course materials because a candidate's success on the exam is directly related to his or her knowledge of those outlines. Subject Matter and Content Outlines are critical because they allow the IDOI to describe to the candidate the basis of each examination. To be a certified course of study, the course material must meet all of the criteria specified in IC 27-1-15.7-5 and cover the content set forth in the Subject Matter and Content Outlines.

The Department has reviewed course material submitted from a limited number of the 32 registered prelicensing providers. Agency Services will be contacting these providers to discuss shortcomings to the materials, changes required to meet reasonable standards, and possible addendums to become compliant. These providers will have until September 15, 2007, to become compliant. Providers who have not submitted their revised course materials by July 15, 2007, will be immediately removed from the approved list on the IDOI website and be subject to withdrawal of certification as a course of study per IC 27-1-15.7-5.

To protect the public and ensure candidates complete a course of study that properly relates to the Subject Matter and Content Outlines, as of July 1, 2007, the IDOI is requiring each candidate be issued, at the beginning of the course of study, a copy of the appropriate Subject Matter and Content Outline along with a copy of this bulletin. The course provider is required to include copies of both of these documents when providing any course materials to a candidate.
