OVERVIEW: Repeals and amends rules for
140 IAC 1-1, administrative hearings, in accordance with
IC 4-21.5-3 and
IC 4-21.5-4. Repeals, amends, and adds rules for
140 IAC 1-2,
140 IAC 1-5, and
140 IAC 1-7 providing proof of financial responsibility in accordance with
IC 9-25. Amends rules for
140 IAC 1-4.5, point system, in accordance with
IC 9-14-1,
IC 9-14-2-1, and
IC 9-14-2-2. Repeals and amends rules for
140 IAC 1-8 establishing standards for ignition interlock devices in accordance with
IC 9-30-8-3. Repeals and amends rules for
140 IAC 2-1, registrations and license plates; adds rules for issuing 60 day registration and license plates; adds rules for customers desiring to switch to a different license plate design all in accordance with
IC 9-18 and
IC 9-19-3. Adds rules for issuing staggered registration dates to motor vehicles described in
IC 9-18-2-7(a)(2). Repeals and amends rules for
140 IAC 2-4, special group license plates, in accordance with
IC 9-18-25. Adds rules for personalized license plates in accordance with
IC 9-18-2,
IC 9-18-15, and
IC 9-18-25. Repeals
140 IAC 3-4-1 and
140 IAC 3-4-2 pertaining to transport
plates in accordance with
IC 9-18-2-3 and
IC 9-25. Amends waiver of age and experience requirements for
140 IAC 4-2-1 obtaining a driver's license in accordance with
IC 9-24-3,
IC 9-24-4, and
IC 9-27-4. Adds rules clarifying when a person who renews their chauffeur's license must obtain their medical examination in accordance with
IC 9-24-5-1. Amends rules for
140 IAC 4-4, driver education courses, for clarity purposes in accordance with
IC 9-24-10-4. Adds rules for establishing the testing requirements for a person applying to renew their expired driver's license depending on the length of the expiration period in accordance with
IC 9-24-10 and
IC 9-24-11. Repeals
140 IAC 5. Repeals and amends rules pertaining to titles in
140 IAC 6 for clarity and in accordance with
IC 9-17,
IC 9-18-8,
IC 9-22-3,
IC 9-29-4, and
IC 29-1-8-1. Repeals and amends rules for
140 IAC 7-2, motorcycle operator licensing, to clarify testing procedures, and fee distribution to the test examiners in accordance with
IC 9-24-8-2,
IC 9-24-8-4, and
IC 9-29-9-12. Repeals and amends rules for
140 IAC 7-3, commercial driver's licensing, to add clarity and to conform to federal regulations in accordance with
IC 9-24-1,
IC 9-24-11,
IC 9-24-6,
IC 9-27-4, and 49 CFR 383-384. Amends rules for
140 IAC 8-1 to add clarity and update policies in accordance with
IC 9-16-4. Repeals
140 IAC 8-2. Repeals and amends rules for
140 IAC 8-3 for clarity and to delete fees for discontinued services, such as selling nuts and bolts for license plates, in accordance with
IC 9-16-1,
IC 9-17-2, and
IC 9-29. Adds rules for procedures and fees for dishonored or rejected payments in accordance with
IC 6-6-5-12,
IC 9-14-2-2,
IC 9-30-12-5, and
IC 35-43-5-5. Repeals and amends rules for
140 IAC 9, watercraft titles and registrations, and boat dealers to standardize the definitions' format, add clarity, and to conform to updated small estate size limits in accordance with
IC 6-1.1,

IC 9-13-2,
IC 9-29-15-2,
IC 9-31-1,
IC 9-31-2,
IC 9-31-3, and
