Emergency Rule

DIGEST
Temporarily adds rules concerning scratch-off game number 963. Effective March 6, 2008.
SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 963, "$2 MILLION JACKPOT".
SECTION 2. Scratch-off tickets in scratch-off game number 963 shall sell for thirty dollars ($30) per ticket.
SECTION 3. Play symbols: Each ticket in scratch-off game number 963 shall contain a total of twenty-four (24) play symbols. Eight (8) play symbols in a matrix of four (4) rows and two (2) columns are located in the area labeled "GAME 1", which each row contains one (1) play symbol located in the left-hand column labeled "YOUR NUMBER" and one (1) play symbol located in the center column labeled "THEIR NUMBER". Eight (8) play/prize symbols are located in area labeled "GAME 2". Seven (7) play symbols are located in the area labeled "GAME 3", consisting of six (6) play symbols located directly above each corresponding prize symbol in the area labeled "YOUR NUMBERS" and one (1) play symbol located at the top right corner of ticket in the area labeled "WINNING NUMBER". One (1) play symbol is located to the far right corner of ticket in the area labeled "QUICK $50". If a question arises as to the play symbol, the play symbol caption will be used for final clarification. The play symbol captions correspond with and verify the play symbols as follows:

SECTION 4. Prize symbols: Each ticket in scratch-off game number 963 shall contain a total of eighteen (18) prize symbols with four (4) prize symbols located in the right hand column labeled "PRIZE" in the area labeled "GAME 1", eight (8) prize/play symbols located in the area labeled "GAME 2", and six (6) prize symbols located beneath the corresponding play symbols in the area of "GAME 3" labeled "YOUR NUMBERS". If a question arises as to the prize symbol, the prize symbol caption will be used for final clarification. Prize symbol captions correspond with and verify each of the prize symbols as follows:
SECTION 5. Retailer validation codes: The retailer validation code for prizes up to five hundred ninety-nine dollars ($599) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:
SECTION 6. How to win: (a) A prize winner in the scratch-off game number 963 is determined by removing the scratch-off material from the play and prize area revealing a total of thirty-four (34) play and prize symbols as described in section three (3) and section four (4) of these rules [SECTIONS 3 and 4 of this document]. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (or any portion thereof), nor the validation number (or any portion thereof) are play symbols or prize symbols and are not usable or playable as such.
(b) In "GAME 1", when "YOUR NUMBER" is higher than "THEIR NUMBER", the ticket holder is entitled to win the corresponding prize shown.
(c) In "GAME 2", match three (3) prize amounts, and the ticket holder is entitled to win that amount. Match two (2) prize amounts and a "
" (bar) symbol is revealed; the ticket holder is entitled to win double the prize amount.
(d) In "GAME 3", match any of "YOUR NUMBERS" to the "WINNING NUMBER", and the ticket holder is entitled to win the prize shown for that number. If a "
" (bell) symbol is revealed, the ticket holder is entitled to win all six (6) prizes shown in this game automatically.
(e) In area labeled "QUICK $50", if a "
" (cherry) symbol is revealed, the ticket holder is entitled to win fifty dollars ($50) instantly.
SECTION 7. Prize structure: Top prize of two million dollars ($2,000,000) will be paid out as an annuity over twenty (20) years. The possible winning prize combinations are as follows:
Total value of all prizes*: $24,632,000
Approximate print quantity: 1,080,000 (-3%/+1%)
*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 8.
Applicable rules: 65 IAC 4 SCRATCH-OFF GAMES.
SECTION 9. The last day to claim a prize in scratch-off game number 963 is sixty (60) days from the end of the game.
