Emergency Rule

Temporarily adds rules concerning scratch-off game number 906. Effective September 6, 2007.


SECTION 1. The name of the scratch-off game is "Scratch-Off Game Number 906, DEAL OR NO DEAL".

SECTION 2. Scratch-off tickets in scratch-off game number 906 shall sell for five dollars ($5) per ticket.

SECTION 3. Play/prize symbols: Each ticket in scratch-off game number 906 shall contain a total of thirty-seven (37) play/prize symbols. This includes eighteen (18) play/prize symbols located in the area labeled BRIEFCASES and nineteen (19) play/prize symbols located in the area labeled PRIZE TABLE. If a question arises as to the play/prize symbol, the play/prize symbol caption will be used for final clarification. The play/prize symbol captions correspond with and verify the play/prize symbols as follows:

SECTION 4. Retailer validation codes: The retailer validation code (for prizes up to five hundred ninety-nine dollars ($599)) verifies instant winners in this game. The retailer validation code that corresponds with and verifies each of these winners is as follows:

SECTION 5. How to win: A prize winner in the scratch-off game number 906 is determined by removing the scratch-off material from the play/prize area revealing a total of thirty-seven (37) play/prize symbols. This includes eighteen (18) play/prize symbols located in the area labeled BRIEFCASES and nineteen (19) play/prize symbols located in the area labeled PRIZE TABLE. Neither the retailer validation code (nor any portion thereof), the pack-ticket number (or any portion thereof), nor the validation number (or any portion thereof) are play/prize symbols and are not usable or playable as such. Scratch each of the eighteen (18) BRIEFCASES to reveal either a dollar amount or "065070558ERA03.gif" (No Deal) symbol. Scratch each box on the prize table that matches the dollar amount or "065070558ERA03.gif" (No Deal) symbol in each BRIEFCASE. Scratch only one (1) "065070558ERA03.gif" (No Deal) symbol for each "065070558ERA03.gif" (No Deal) BRIEFCASE revealed. If the one (1) remaining unscratched box in the PRIZE TABLE is a dollar amount, win that amount.

SECTION 6. Prize structure: The possible winning prize combinations are as follows:

Overall odds: 1 in 5.00
Approximate print quantity: 4,080,000 (-3%/+1%)

*The number and total value of prizes in this game are based on the approximate print quantity with a variance as stated above. Should the print quantity be changed for production of this game or subsequent reorders, the ratio of prizes and total value of all prizes to print quantity will be proportionately maintained and the overall odds and prize payout percentage will remain the same. Overall odds are determined by dividing the approximate total number of tickets by the approximate total number of prizes available.

SECTION 7. (a) The director or the director's designee shall promulgate rules and procedures to govern two (2) second-chance drawings from among qualified entries, which will take place on or about January 31, 2008, and August 19, 2008. Players may enter one (1) or more of the second-chance drawings online at www.hoosierlottery.com by following the directions listed for entering before the deadlines designated in the drawing procedures. There is no limit on the number of times a player may enter a second-chance drawing, but a single scratch-off ticket may be the source of only one (1) entry or prize. Any entry received after the deadline for the first drawing will automatically be entered into the final drawing. Any entries received after the last drawing date will be ineligible and not included in the drawing. Detailed rules and procedures are available at www.hoosierlottery.com or upon written request.

(b) The two (2) prize drawings shall award prizes as described below and more particularly in the drawing rules and procedures promulgated by the director or the director's designee:
(1) Entries for the January 31, 2008, drawing must be received by January 30, 2008, and prizes will include one (1) of five (5) Deal or No Deal™ Grand Prize Trips. Each Deal or No Deal™ trip is a five-day, four-night trip for the prizewinner and three (3) guests to Los Angeles, California. Each trip includes coach airfare for four (4) from any U.S. international airport to Los Angeles, all ground transfers between the airport, the hotel and the studio, accommodations of two (2) deluxe hotel rooms for four (4) nights. All four (4) individuals traveling together must be over the age of eighteen (18). Estimated retail value: twelve thousand five hundred dollars ($12,500). Additionally, each prizewinner shall be given one (1) opportunity to participate in a random drawing to play a non-broadcast version of Deal or No Deal™. Each prizewinner will be randomly mixed with Deal or No Deal™ trip winners from participating lotteries and assigned to a group of no more than ten (10) trip winners. Each trip winner will then be randomly selected from among the group and receive either a cash prize of between five thousand dollars ($5,000) and twenty-five thousand dollars ($25,000) or be selected as a Grand Prize Finalist to participate in the Deal or No Deal™ non-broadcast game. The Grand Prize Finalist will win a guaranteed cash prize (no annuities) of between one cent ($.01) and one million dollars ($1,000,000) in accordance with the Deal of [sic, or] No Deal™ television game show rules.
(2) Entries for the August 20, 2008, must be received by August 19, 2008, and prizes will include one (1) prize of one million dollars ($1,000,000) (not an annuity). All non-winning entries from Drawing #1 and all entries received by August 19, 2008, are eligible to be entered in this drawing. A total of five (5) finalist entries will be drawn by the Hoosier Lottery, which will then be mixed with finalist entries from all participating lotteries for a chance to win the one (1) national prize of one million dollars ($1,000,000).

SECTION 8. Applicable rules: 65 IAC 4 SCRATCH-OFF GAMES.

SECTION 9. The last day to claim a prize in scratch-off game number 906 is sixty (60) days from the end of the game.
