Under IC 4-22-2-24, notice is hereby given that on August 30, 2007, at 9:00 a.m. EDST, in the Indiana Government Center-South, 402 West Washington Street, Conference Center Room 21, Indianapolis, Indiana, the Division of Disability and Rehabilitative Services will hold a public hearing on the readoption of and amendments to 460 IAC 2-4-1 through 460 IAC 2-4-39 to conform to the new name of the Division of Disability and Rehabilitative Services, to insert "elected" before "committee" in references to the elected committee of blind vendors, to modify some definitions, to make changes in qualifications and licensing for blind managers, to make changes with regard to assignment of a facility, disciplinary matters, business expense reporting, and membership in the elected committee of blind vendors, and to add 460 IAC 2-4-40 on the subject of "teaming partners".
In accordance with public notice requirements established at IC 4-22-2-24(d), no significant additional requirements or costs will be imposed on individuals or businesses subject to the rule. Any increased expenses necessitated by the amendments of these rules will be paid for by the state of Indiana, Division of Disability and Rehabilitative Services, Blind and Visually Impaired Business Enterprise Program, as required by federal law (20 U.S.C. 107 et seq.). At this time, it is anticipated that 64 licensed blind vendors will be subject to the rule as amended. At this time, it is anticipated that only one provider, the Indiana Veterans' Home (IVH), will be subject to the rule, as amended. The increase in reimbursement that the IVH will receive as a Medicaid provider will more than offset any costs it may incur in becoming Medicaid certified.
