Notice of Intent to Adopt a Rule

Under
IC 4-22-2-23, the Division of Disability and Rehabilitative Services intends to adopt a rule concerning the following:
OVERVIEW: Readopts
460 IAC 2-4, which establishes the administrative rules for operation of the Indiana Randolph-Sheppard Business Enterprise Program authorized by
IC 12-12-5 and 20 U.S.C. 107 et seq. (the "Randolph-Sheppard Vending Stand Act"), and currently known as the "Vending Program for the Blind." The rules establish the program, define terms, and set standards for state agency functions, program participants, licensing requirements, selection of facility locations, assignment of facilities, financial matters, operation of facilities, business performance, rights and responsibilities of program participants, grievance procedures, disciplinary procedures, administrative review procedures, and the Indiana elected committee of licensed managers. Amends
460 IAC 2-4 to conform with a change in the agency name; makes changes with regard to certain definitions; makes changes with regard to manager training, the site bid process, financial reports and allowable expenses, the elected committee of licensed managers; establishes rules for teaming partnerships; and makes other changes with regard to program operation and management.
