IC 4-22-2.1-5 Statement Concerning Rules Affecting Small Businesses
Estimated Number of Small Businesses Subject to this Rule:
The Commission estimates that one small business will be impacted by this rule. The rule adds a requirement that certified advanced life support training institutions that conduct paramedic training programs shall obtain national accreditation of the program from a Commission approved accrediting organization. Any small business that is a certified advanced life support training institution conducting paramedic training programs will be impacted by the rule. The Commission estimates that the number of small businesses impacted would be one statewide.

Estimated Average Annual Administrative Costs That Small Businesses Will Incur:
The Commission estimates that small businesses will incur some slight administrative expenses resulting from the amendments and additions to the existing rules of the Commission. The Commission estimates that the one small business affected by the accreditation requirement will incur some additional administrative expenses resulting from the accreditation requirement. The small business will have to apply for, and receive, the required national accreditation and will have to maintain records necessary to the maintenance of that accreditation.

Estimated Total Annual Economic Impact on Small Businesses:
The Commission estimates that there will be small impact on small businesses as a result of compliance with this rule. The magnitude of the impact resulting from the accreditation requirement will depend on whether the small business chooses to pass through the costs to students. There may be some small economic impact as result of the requirements for sanitation standards.

Supporting Data, Studies, and Analyses:
The Commission reviewed professional journals publishing articles on emergency medical services issues.

Regulatory Flexibility Analysis of Alternative Methods:
The Commission has reviewed the need for flexibility with the small business that will be affected by the accreditation requirement and that small business has already begun the accreditation process. The cost of compliance with the sanitation standards to small business will be slight.

Explanation of Preliminary Determination:
The Commission determined that it was appropriate to require the accreditation in response to the results of study done on behalf of the National Highway Traffic Safety Administration (NHTSA) that proposed a national goal of having all paramedic training institutions certified at a national level of competency.

Supporting Data, Studies, and Analyses:
In determining the hours of course work to be required by the rule, the Commission relied on information from the national paramedic curriculum approved by NHTSA. The Commission also reviewed articles in professional journals that discussed the increase passing rate achieved by students who attended accredited training institutions.
