Economic Impact Statement

Indiana Code 4-22-2.1-5 requires an agency to submit to the Legislative Services Agency and the Indiana Economic Development Corporation (IEDC) a statement of economic impact of any proposed rule with an economic impact on small businesses. The IEDC is required to review the rule and submit written comments to the agency not later than seven days before the public hearing.

This rule will not have an impact on small businesses, as defined in IC 4-22-2.1-4. All of the planned new group homes that are proposing to provide ESNR home services will be owned and operated by large provider chains with multiple group homes under their operations. Additionally, it is unlikely that a small business will have the resources and expertise required to develop an ESNR home.
