The Indiana Department of Natural Resources estimates that the proposed rule will not impose requirements or costs on small businesses.

Justification Statement of Requirement or Cost:
Not applicable.

Regulatory Flexibility Analysis of Alternative Methods:
The proposed rules in this package from the Department of Natural Resources allow an individual to carry a handgun on a Department property as well as while hunting deer and turkey and the chasing of raccoon, as long as the person has a valid unlimited license (also known as the personal protection license) to carry a handgun or is exempt from needing a license to carry a handgun (such as law enforcement officers). The purpose of the rule amendments are to allow a person who has met all legal requirements for a handgun license to be able to exercise their constitutional right to carry a handgun, even on Department property and while hunting or chasing a wild animal. The individual must comply with the laws governing the possession of a handgun. There will be no economic impact to small businesses as a result of these rules.
