IC 4-22-2.1-5 Statement Concerning Rules Affecting Small Businesses
Indiana Code 4-22-2.1-5 requires an agency to submit to the Legislative Services Agency and the Indiana Economic Development Corporation (IEDC) a statement of economic impact of any proposed rule with an economic impact on small businesses. The IEDC is required to review the rule and submit written comments to the agency no later than seven days before the public hearing.
The Office of Medicaid Policy and Planning (OMPP) has reviewed this proposed rule to determine the economic impact of the rule on small businesses. The OMPP has determined, based on the information available at the time of promulgation, that the proposed rule does not impose requirements or costs on small businesses.
In reaching this conclusion, the agency determined that the proposed rule is providing expanded access to health care by permitting continuation of health coverage for children aging out of foster care and who are not eligible for Medicaid under any other category. This should result in improved health outcomes. There are no new compliance costs for health care providers associated with this rule. Medicaid providers serving the expanded population would obtain payment for services in the same way they do today, either as contractors with Medicaid managed care organizations or by submitting fee-for-service claims to the state for payment.
