FOR: INTERAGENCY COUNCIL ON ENERGY
TO ALL TO WHOM THESE PRESENTS MAY COME, GREETINGS.
WHEREAS, the State of Indiana has developed a new Strategic Energy Plan as an integral component of its overall economic growth program;
WHEREAS, the new Strategic Energy Plan should be implemented in the most efficient manner through optimizing existing resources at the various state agencies involved in energy production, transmission and distribution instead of simply creating a new state agency;
WHEREAS, effective communication between and coordination of the various state agencies involved in energy production, transmission and distribution is vital to the ultimate success of the Strategic Energy Plan; and
WHEREAS, the successful implementation of the Strategic Energy Plan will provide needed new energy supplies produced from indigenous resources and thousands of new jobs around the state.
NOW, THEREFORE, I, Mitchell E. Daniels, Jr., by virtue of the authority vested in me as Governor of the State of Indiana, do hereby order that:
1. The Interagency Council on Energy (ICE) is established.
2. The Council shall be comprised of, but not limited to, the following: Director of the Office of Energy and Defense Development (or designee), who shall serve as chair of the council; Chair of the Indiana Utility Regulatory Commission (or designee); Indiana Utility Consumer Counselor for the Office of the Utility Consumer Counselor (or designee); Commissioner of the Indiana Department of Transportation (or designee); President of the Indiana Economic Development Corporation (or designee); Director of the Department of Natural Resources (or designee); Commissioner of the Indiana Department of Environmental Management (or designee); Executive Director of the Department of Homeland Security (or designee); Director of the Department of Agriculture (or designee); Commissioner of the Indiana Department of Administration (or designee); and Governor's designee.
3. The Council shall oversee the further development and implementation of the Strategic Energy Plan and provide policy advice to both the Governor and General Assembly on significant energy issues facing the state.
4. The Council will work to ensure open communication between the various state agencies and the coordination of their official duties to minimize duplication of needed expertise and resources.
5. The council will identify and implement needed changes in the current regulatory process to streamline that process wherever appropriate.
