Under IC 4-22-2-24, notice is hereby given that on October 20, 2006, at 9:00 a.m., at the Seymour Armory, 1925 First Avenue, Seymour, Indiana; AND on October 21, 2006, at 9:00 a.m., at the Indiana Government Center-South, 402 West Washington Street, Conference Center Auditorium, Indianapolis, Indiana; AND on October 23, 2006, at 9:00 a.m., at the Plymouth Armory, 1220 West Madison Street, Plymouth, Indiana, the Indiana Gaming Commission will hold a public hearing on proposed new rules regarding the conduct of charity gaming activities by qualified organizations.
The Indiana Gaming Commission has the authority to promulgate rules in accordance with the requirements of IC 4-32.2, including setting license fees and reporting requirements of qualified organizations, manufacturers, and distributors. The proposed rule will affect costs on regulated entities by increasing the initial license fees for qualified organizations, manufacturers, and distributors and requiring more frequent reporting of financial information required by IC 4-32.2. The increase in license fees will offset the cost of processing license applications and will update the existing fee structure, which has not changed since 1992. The increase in licensing fees will also allow the Commission to pursue more aggressive background investigations into manufacturers and distributors of gaming equipment. The increase in reporting requirements will allow the Indiana Gaming Commission to conduct a more timely analysis of financial reports, which will assist the Commission in identifying fraud, money laundering, and under-reporting of income. The Commission has not relied on any data, studies, or analyses in determining the imposition of requirement or costs.
