    Phil Hinkle has served House District 92, which covers the western third of Pike and Wayne Townships in Marion County, since he was first elected in 2000.  Phil is the ranking member of the Local Government Committee and serves on the Small Business and Economic Development Committee. 

    In the 2006 legislative session, Representative Hinkle worked on House Enrolled Act 1013, which he co-authored, that created the new “In God We Trust” license plates.  Phil also co-authored HEA 1249, which gives more power to the Commission for a Drug Free Indiana so they can more actively engage in the fight against drug and alcohol abuse.   

    In recognition of all of his legislative and community work, in 2005, Phil was awarded the Indiana Association for Home and Hospice Care’s Advocate of the Year.

    Phil is married to the former Barbara Conti.  They have two children; Tony, a civil engineer and graduate of Rose Hulman, and Jennifer Tidd, an elementary teacher in Perry Township Schools and graduate of Ball State University. Phil and Barbara have three grandchildren.

    After having taught for three years at Ben Davis High School, Phil joined city-county government as the Research Director for the Indianapolis City-County Council, a position he held for three years.

    In 1978, Phil was elected Wayne Township Assessor.  He was re-elected to a third term in 1986.  In 1991, Phil joined the F.C. Tucker Company and served as a residential real estate associate while running for the Indianapolis City-County Council.  He was elected and served on the council until November 2000 when he was elected to his first term in the Indiana House of Representatives.  Phil is presently serving in his fourth turn and employed full-time as the Coordinator of Community Partnerships with MSD of Wayne Township.

    Phil is a graduate of Indiana State University and holds a Masters Degree in Political Science.

    Phil is involved in a number of community activities and organizations.  He has served on the Southwest Multi-Service Center Board of Directors and the Board of Directors for the Greater Indianapolis YMCA.  He is the past President of the Wayne Township Education Foundation and continues to serve on the Foundation Board of Directors.  He is also actively involved with the Suburban West Optimist Club and St. Christopher Catholic Church.
