Representative Buell has had the privilege of serving the public in many capacities throughout his career. During the 2006 legislative session, Representative Buell authored numerous bills, including House Enrolled Act 1029, which creates a college savings plan deduction. In addition, he co-authored House Enrolled Act 1156, which protects employees from punishment for serving jury duty and increases the number of judges on the Marion County Superior Court.
Representative Buell has twice served as a member of the Indiana House of Representatives. His first experience was from 1980 to 1992, and his current tenure began in 1994. He served as a Republican Precinct Committeeman, Vice Ward Chairman, Ward Chairman, and Warren Township Coordinator. He has served as Warren Township Assistant Chairman since 1985. In addition, he was the treasurer for the Lugar for Senate Committee in 1974 and a nominee for US Congress in 1976.
Utilizing his degree from Ball State, Representative Buell became a Certified Public Accountant. He served as an Accountant for Magnavox Company in Fort Wayne, during 1956 and 1957. He was then called to serve his country in the United States Army beginning in 1957 and ending by Honorable Discharge in 1959. After his time in the Army, he spent the next eight years as an Audit Supervisor and Accountant for Ernst & Ernst, Certified Public Accountants in Indianapolis. From 1969 to 1976, he served as the Treasurer for Marion County. During a short time in 1977, Representative Buell served as the acting controller of the Saturday Evening Post in Indianapolis. Following that, he began a 17 ½ year relationship with the Health and Hospital Corporation of Marion County where he served as Treasurer and Executive Director at various times.
Representative Buell has served on the Marina II Corporation's Board of Directors. He is a past President of the Indianapolis Chapter of the Indiana CPA Society. He is also a former Chairman of the Board and Treasurer for the Indiana Division of the American Cancer Society. He is a Director and Treasurer of the Warren Arts and Education Foundation, as well as a member of the American Institute of Certified Public Accountants, the Columbia Club, and the Southport Presbyterian Church.
Representative Buell graduated from Ball State University in 1956 with a Bachelor of Science degree in Business Administration. From there he continued his education at Indiana University where he received his Masters in Business Administration in 1960.
Representative Buell has received several awards over the years, including a Golden Rule award from the Association of Indiana Counties, a Good Government Award from the Indianapolis Jaycees, a St. George medal from the American Cancer Society, and two Sagamore of the Wabash awards from Indiana Governors Robert D. Orr and Evan Bayh. In 2006, he was awarded the Welsh-Bowen Distinguished Public Official award and the President’s Medal of Distinction from Ball State University.
He and his wife, Janis, were married in 1956. Their children are David Buell, Amy MacNeil, and Lawrence Buell, Jr. (deceased). In addition to their children, they have 7 grandchildren.
