Representative Randy Borror was born and raised in rural Wells County, Indiana. He attended and graduated from Bluffton High School. Borror later received his B.S. degree from the School of Public and Environmental Affairs at Indiana University (IPFW). He has been a resident of the 84th District, which comprises parts of the City of Fort Wayne and Allen County and most of St. Joe Township, for over 15 years.
Borror had the honor of being asked to carry the two top legislative issues for Governor Daniels in the 2005 and 2006 legislative sessions. In 2005, Rep. Borror authored legislation creating the Indiana Economic Development Corporation (IEDC). The IEDC replaced the Department of Commerce in 2005 as the entity to plan and implement Indiana’s economic development efforts. In 2005, the IEDC closed more job creating deals in Indiana than during the two previous years combined.
In the 2006 legislative session, Rep. Borror authored House Enrolled Act 1008, also known as Major Moves. Major Moves is Governor Daniels’ transportation initiative that allows for the funding of Indiana’s ten-year road construction plan by leasing the Indiana Toll Road to a private consortium for nearly $4 billion. The plan ensures that over 200 highway projects statewide will be completed. In addition, the U.S. Department of Transportation estimates that approximately 130,000 jobs will be created as a result of Major Moves. The initiative will create a climate for further economic investment and growth throughout the state.
Rep. Borror has held numerous political positions during his career, beginning as a campaign staff member for U.S. Senator Richard Lugar in 1982. In 1983, he accepted a position at the National Republican Senatorial Committee (NRSC) in Washington, D.C., of which Senator Lugar served as Chairman. During this time, Rep. Borror worked closely with future Indiana Governor, Mitch Daniels, who at the time served as the Executive Director of the NRSC.
Upon completion of Senator Lugar's Chairmanship duties, Rep. Borror became the Director of Political Affairs at the National Association of Home Builders (NAHB) in D.C. In this capacity, he was the chief fundraiser for NAHB, the nation's third largest Political Action Committee.
Upon returning to Indiana in 1987, Rep. Borror continued his involvement in politics as a Precinct Committeeman, State Convention Delegate, Treasurer for State Senator David Long and Finance Chairman for numerous local and state officials. In 2003, he served as the volunteer State Chairman of the Associated Builders & Contractors of Indiana, a 500-member construction trade association group. Borror has also held leadership positions within the Home Builders Association of Fort Wayne and the Greater Fort Wayne Chamber of Commerce. In addition, he served on the Board of Directors of the Construction Financial Management Association, the Three Rivers Ambulance Authority, and the Board of Directors of the Big Brothers/Big Sisters of Northeast Indiana.
Professionally, Rep. Borror is the Vice President of Corporate Services for Star Financial Bank. Prior to assuming that position, Rep. Borror was involved in the construction industry for 10 years while working at the Gaylor Group and serving as the President of Liberty Construction.
Currently, Rep. Borror serves on the Committee on Rules and Legislative Procedures, the Small Business and Economic Development Committee, and the Ways and Means Committee.
In 2005, Rep. Borror received the Indiana Chamber of Commerce's Small Business Champion Award for his commitment to improving the state's economic climate for small businesses. In addition, he was named the Aviation Association’s 2006 Legislator of the Year.
He is married to Kelly Borror, Administrator of Parkview Hospital's Continuing Care Center. The couple has two grown children and one daughter at home. They attend Pathway Community Church.
