House District 54 covers all of Henry County with the exception of the majority of the City of New Castle, and the Town of Straughn. HD 54 contains most of Randolph County south of Winchester, including Lynn, Modoc, Losantville, and the southern suburbs of Winchester. Finally, HD 54 encompasses approximately the northern two-thirds of Wayne County, including Fountain City, Hagerstown, Economy, Greensfork, and the northern suburbs of Richmond.
