    Representative David Wolkins was first elected in 1988 to serve House District 18, which includes portions of Kosciusko, Elkhart and LaGrange Counties.

    Rep. Wolkins serves as the Ranking Republican Member on Environmental Affairs, member of the Government and Regulatory Reform Committee, and member of the Veterans Affairs and Safety Committee.

    Eminent Domain has been a constant focus for Rep. Wolkins since 2003. He has been devoted to creating legislation that would clarify the law and protect property owners’ rights. During the 2006 legislative session, he authored House Enrolled Act 1010 (HEA 1010), which makes it more difficult for the government to seize property through eminent domain laws by more clearly defining requirements of property acquisition.

    Rep. Wolkins received his Bachelor of Science from Greenville College and his Masters from St. Francis College. After completing his formal education, he was a school teacher from 1965 to 1977. He was a very active teacher, who coached cross county and the track team. In 1977, Wolkins decided to go into business for himself and opened the Case Farm Tractor Dealership, his business selling farm equipment until 1981. Then he became the Vice President of ABC Travel Inc, where he worked until 1988, when he was elected to the State Legislature. Even with his busy schedule and many careers, he managed to dedicate 18 years to the Winona Lake Town Board. During his tenure on the town board, he served as President and Vice President.

    Currently, the Wolkins family resides in Winona Lake, Indiana. Rep. Wolkins is married to Candace Wolkins and they have a son named Matthew. The family attends the Free Methodist Church.
