Synopsis: Northwest Indiana transportation study commission.
Establishes the northwest Indiana transportation study commission
(commission). Requires the commission to: (1) monitor the
development of commuter transportation and rail service in the
Lowell-Chicago and Valparaiso-Chicago corridors; (2) study all
aspects of regional mass transportation and road and highway needs in
northwest Indiana; (3) study northwest Indiana transportation,
infrastructure, and economic development issues; and (4) study other
topics as assigned by the legislative council. Provides that the
commission consists of 14 voting members: six senators from
northwest Indiana; six members of the house of representatives from
northwest Indiana; one nonlegislator appointed by the northwestern
Indiana regional planning commission; and one nonlegislator appointed
by the Michiana Area Council of Governments. Provides that the
commission does not expire. (The introduced version of this bill was
prepared by the northwest Indiana transportation study commission.)
Effective: July 1, 2010.

A BILL FOR AN ACT to amend the Indiana Code concerning the
general assembly.
Be it enacted by the General Assembly of the State of Indiana:

SECTION 1. IC 2-5.5-5 IS ADDED TO THE INDIANA CODE AS
A
NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
1, 2010]:
Chapter 5. Northwest Indiana Transportation Study
Commission
Sec. 1. As used in this chapter, "commission" refers to the
northwest Indiana transportation study commission established by
section 3 of this chapter.
Sec. 2. As used in this chapter, "northwest Indiana" means the
region consisting of the following counties:
(1) Lake County.
(2) Porter County.
(3) LaPorte County.
(4) St. Joseph County.
(5) Elkhart County.
Sec. 3. The northwest Indiana transportation study commission
is established.
Sec. 4. The commission consists of fourteen (14) voting members
appointed as follows:
(1) Six (6) members of the senate appointed by the president
pro tempore of the senate:
(A) each of whom represents a district that includes all or
part of a county in northwest Indiana; and
(B) not more than three (3) of whom are members of the
same political party.
(2) Six (6) members of the house of representatives appointed
by the speaker of the house of representatives:
(A) each of whom represents a district that includes all or
part of a county in northwest Indiana; and
(B) not more than three (3) of whom are members of the
same political party.
(3) One (1) individual who is not a legislator, appointed by the
northwestern Indiana regional planning commission.
(4) One (1) individual who is not a legislator, appointed by the
Michiana Area Council of Governments.
Sec. 5. The chairman of the legislative council shall select one (1)
voting member of the commission to serve as chairperson of the
commission, and the vice chairman of the legislative council shall
select one (1) voting member of the commission to serve as vice
chairperson of the commission.
Sec. 6. The commission shall:
(1) monitor the development of commuter transportation and
rail service in the Lowell-Chicago and Valparaiso-Chicago
corridors;
(2) study all aspects of regional mass transportation and road
and highway needs in northwest Indiana;
(3) study northwest Indiana transportation, infrastructure,
and economic development issues; and
(4) study other topics as assigned by the legislative council.
Sec. 7. The commission has perpetual duration.
