Synopsis: Growth and development study committee. Establishes a
two year growth and development committee made up of members of
the general assembly. Directs the committee to examine incentives for
growth and development and to study the impact of growth and
development on taxes, transportation funding, energy policy, and the
environment.

A BILL FOR AN ACT concerning the general assembly.
Be it enacted by the General Assembly of the State of Indiana:

SECTION 1. [EFFECTIVE JULY 1, 2006]
(a) As used in this
SECTION "committee" refers to the interim study committee on
growth and development established by this SECTION.
(b) There is established the interim study committee on growth
and development.
(c) The committee shall study the following:
(1) Incentives for growth and development, including:
(A) the efficacy of existing incentives;
(B) incentives available in other states; and
(C) new incentive policies.
(2) The impact of growth and development on:
(A) tax rates;
(B) transportation funding;
(C) energy policies; and
(D) the environment.
(d) The committee shall make recommendations to the general
assembly concerning the most efficient process to plan for growth
and development at the state and local levels. The
recommendations must include the committee's determinations
concerning the following:
(1) A process that leads to development decisions that are
predictable, fair, and cost effective.
(2) A process that directs development toward existing
communities and makes use of existing infrastructure.
(3) A process that integrates fiscal, transportation, energy,
and environmental policies with land use planning.
(4) A process that encourages the preservation of farmland,
open space, and critical environmental areas.
(e) The committee shall operate under the policies governing
study committees adopted by the legislative council.
(f) The affirmative votes of a majority of the voting members
appointed to the committee are required for the committee to take
action on any measure, including final reports.
(g) This SECTION expires December 31, 2008.
