Project Overview
Indiana’s 386 courts handle more than 1.7 million cases a year. But the information they collect, and the information they need, isn’t readily available across county lines or to state officials and policy makers or members of the public who need it.
There are many locally-based case management systems (CMS) that collect information, but those systems aren’t connected—to each other or the state agencies that need and use court information. To remedy that situation and help increase the effectiveness and efficiency of court operations, the Indiana Supreme Court gave JTAC the task of providing courts and clerks with a connected, statewide CMS.
The CMS project addresses four major issues:
- A lack of consistency: existing CMS products differ from court to court.
- Many existing CMS products are outdated.
- Existing CMS products store court information, but many do not manage it—for example, they do not automatically send out notices, set hearing schedules or create reports.
- Most existing CMS products are for the courts only and not connected to law enforcement agencies; state agencies like the Bureau of Motor Vehicles (BMV); courts in other counties (or cities, towns, and townships); or lawyers and the public.
Following the recommendation of three review committees which oversaw a 10-month procurement process, the Indiana Supreme Court chose Tyler Technologies Inc. to provide its Odyssey Case Management System.
JTAC deployed the Odyssey CMS in nine Circuit Courts in Monroe County and Washington Township Small Claims Court in Marion County, in December of 2007. In spring 2008, work began with eight additional counties: DeKalb, Allen, Huntington, Hamilton, Madison, Clark, Harrison and Floyd, as well as additional small claims courts in Marion County to receive the Odyssey system. Odyssey is given to counties at no cost.
Public records from courts using Odyssey are now also available on the Indiana Supreme Court’s website free of charge. They may be accessed at www.courts.in.gov
The Division of State Court Administration anticipates that it will be several years before statewide implementation is achieved.
Project Benefits
- Indiana trial courts and court clerks can manage caseloads faster and more cost-effectively;
- Users of Indiana trial court information— law enforcement agencies, state policy makers, and state and federal agencies – receive more timely, accurate, and comprehensive information;
- Appropriate court information is available via the Internet, reducing the need to call or go to a courthouse;
- The costs of trial court operations borne by Indiana counties are reduced.
