Job Opening: Director of Appellate Court Information Technology
 

The Indiana Supreme Court Division of State Court Administration is seeking a Director of Appellate Court Technology to provide the Supreme Court, Court of Appeals, and Tax Court, and their agencies with pro-active planning and forward-looking technology solutions.  The Director will oversee a staff of 7 and will be responsible for managing existing and future IT systems, assessing user needs, recommending improvements, developing requests for proposals, managing system acquisitions, and implementing deployment of new technologies.  Graduation from an accredited four-year college or university, preferably with major course work in computer science, business information systems, microcomputer technology, business administration or related field; at least six years experience with systems analysis or design; and at least three years experience in a high-level managerial position, preferably over advanced information technology staff, are a must.  The Director must possess proven leadership skills, project management skills and excellent English oral and written communication skills. Familiarity with court processes and graduate study are highly desirable.  Familiarity with IBM AS-400 system i, .NET framework, Lotus Notes, Java, DB2, SQL Server and Oracle is helpful. JOB DESCRIPTION

Job Title: Director of Appellate Court Information Technology              
Department: Indiana Supreme Court, Division of State Court Administration, Information Technology   
Reports Directly To: Executive Director, Division of State Court Administration
                                      
Duties: 

The primary duty of this position is to support the mission of Indiana Supreme Court, Court of Appeals, Tax Court (hereinafter “Appellate Courts”) and their related offices by providing pro-active planning and forward-looking technology systems, services, products, tools, education and management of the courts’ information technology needs.

Under the supervision of the Executive Director of the Division of State Court Administration, the Director of Appellate Court Technology shall plan, develop, organize, direct, coordinate, evaluate and administer, directly or indirectly, the information technology (IT) activities of the appellate courts and their related offices, making recommendations regarding standards, procedures, systems security and overall direction of court automation services, including but not limited to:

  • Serve as chief technical advisor to the appellate courts and their related offices;
  • Continuously examine the appellate and tax court enterprises to assess their IT needs;
  • Continually evaluate all current hardware and software systems and IT capabilities used by the appellate courts and their related offices and make recommendations for improvements;
  • Identify a service-oriented architecture for appellate courts that aligns IT capabilities to business processes.
  • Develop appellate court IT strategic and tactical plans based on the appellate courts’ business process and coordinate enterprise architecture and a portfolio of court technology capabilities designed to meet those plans;
  • Manage the process for Internet deployment of appellate court information;
  • Manage the development of specifications for submission to vendors and review, evaluate and make recommendations regarding vendor bids;
  • Manage the acquisition, installation and/or modification and deployment of hardware and software systems;
  • Evaluate and report on vendor performance;
  • Develop and manage routine user education for existing and new IT products;
  • Manage the continuing operations of existing and new systems;
  • Propose specific solutions for user needs, including but not limited to:
    • document management system,
    • electronic filing system,
    • case management system,
    • e-mail systems, network systems,
    • disaster recovery process and system,
    • methods for maintaining security of confidential court information,
    • methods for securing IT systems and information,
    • plan for continuity of operation,
    • methods for managing public access to court information,
    • effective deployment and management of appellate court information on the Internet,
    • exploring integration with trial court case management system and systems of other users of appellate court information.
  • Monitor and report on progress of IT goals and projects;
  • Stay abreast of and evaluate trends in IT in all aspects (hardware, software, networking, etc.), and make recommendations for improvement;
  • Prepare budgets for IT equipment, projects and programs and ensure proper expenditures and disbursements for such projects and programs;
  • Develop and manage the execution of an enterprise-wide appellate court plan for routine equipment and software upgrades, education, and user policies regarding Internet, e-mail and other IT uses; 
  • Make periodic system and personnel performance reports to management;
  • Oversee recruitment and development of IT staff and consultants to ensure that staff has and maintains a high skill level, and has a client-service mind-set;
  • Manage IT staff – assess skills, recommend training, assign tasks, evaluate performance, recommend changes to management;
  • Regularly meet with the administrators of the appellate courts, or their designees, the Clerk of the Courts, and agency directors;
  • Define, institute and support an appropriate governance process for managing the appellate court IT services;
  • Regularly collaborate efforts with Director and Counsel of Trial Court Technology and other project managers of trial court technology projects;
  • Regularly collaborate with judicial website development team;
  • Perform all other duties as assigned by the Executive Director.

This is an unclassified position.  It has an extremely high level of responsibility. 


Nature of Job:

As are all positions within the Supreme Court, this is an “at will” position and, pursuant to statute, the holder serves at the pleasure of the Chief Justice. 


Job Requirements:

Required Skills:

The Director of Appellate Court Technology must possess excellent oral and written communication skills in English.  Specifically, the Director must be able to express ideas clearly and concisely, orally and in writing, to translate technical terminology and concepts into terms understandable to management and nontechnical personnel, to translate court-related terms and concepts into technical terminology understandable to non-managerial technical personnel, and to teach and make public presentations.  The Director must also have:

  • Knowledge of the capabilities and limitations of current generation computer programs;
  • Knowledge of current methods and techniques for managing information technology departments;
  • Project management skills and ability to manage projects, assign tasks, set timetables and deliver products;
  • Ability to establish and maintain effective relations with agency directors and end-users of the computer services;
  • Ability to perform under pressure and to comply with deadlines;
  • Ability to travel, speak publicly and make presentations;
  • Ability to set positive example for staff;
  • Ability to build consensus; 
  • Ability to discuss and determine primary needs of end-users and to analyze and determine the options best suited to meet those needs; and
  • Ability to maintain confidentiality.


Work Relationships:

The Director of Appellate Court Technology works closely with  administrators of the appellate courts, the Clerk of the Courts, and the Supreme Court agency directors.
