States receiving federal Court Improvement Program funds, including Indiana, are now required to collect five timeliness measures for all TPR and CHINS cases.  All trial courts exercising jurisdiction over Children in Need of Services (CHINS) and Termination of Parental Rights (TPR) cases are being asked to report on these measures for all qualifying cases in their jurisdiction.

The measures are:

  1. Time to permanent placement
  2. Time to first permanency hearing
  3. Time to the filing of the termination of parental rights petition
  4. Time to termination of parental rights
  5. Time to all subsequent permanency hearings.

The instructions and form for courts exercising CHINS and TPR jurisdiction to report on these measures are available below.  The form contains formulas that will calculate the measures needed.  It has three worksheets, which can be reached by the tabs at the bottom of the page.  If you are submitting a late report from the previous fiscal year, please use the Instructions for the Previous Year.  If you are submitting a report for the current quarter, please use the Instructions for the Current Year.
