IDACS/NCIC 2000 Upgrade Announcement

To: IDACS Agency Heads

I am pleased to announce that the development phase of the upgrade of computer hardware, software, and network components for the IDACS/NCIC 2000 Message Switching application is underway. This means that Indiana’s Criminal Justice Information Network will be able to take advantage of new technology as well as new functionality.

In order to take advantage of these improvements, a conversion to a new TCP/IP based network as well as acquisition of new computer equipment will be necessary for each IDACS terminal agency. The current 3270 based terminals (and 3270 emulation software) cannot support this new protocol. Therefore, your agency must budget for and install the required equipment by February 29, 2004. All computer equipment must meet the new specifications by this date; the older devices and network will no longer be supported.

So that you may begin planning and budgeting, the following are the minimum equipment specifications and basic requirements for a single workstation.

Network Connection:
56 Kilobit Frame Relay Service on the Indiana
Telecommunications Network (ITN).

Workstation:
Pentium III (or higher) processor with 128Mb RAM, 20 GB disk,
10/100 Mb Ethernet Adapter.
15” or greater .28AG color display.
Local or network available printer.
Local or network available color printer (optional).
Image scanner (optional).
Multiple port network hub/switch.

Software:
Operating System capable of running DataMaxx Omnixx Client
DataMaxx Omnixx Client (provided by IDACS)

Agencies that currently connect to IDACS with a special system and application such as CAD, RMS, or MDD, or do not choose to utilize the provided Omnixx software must implement a special Applications Program Interface. This API is required in order to connect properly with the IDACS 2000 Message Processing System.

The details of these specifications are outlined in two documents DataMaxx DMPP2020 Message Processing Protocol and DataMaxx DSEO2020 Standard Embedded Object. These documents as well as the IDACS/NCIC 2000 Presentation are available on the IDACS Web Site under the “2000 Update” link and are listed below.

As new information becomes available it will be published in the IDACS Newsletter and on the IDACS Web Site.
