HIPAA Information Center

The Office of Technology and Compliance has prepared the following information to help people understand HIPAA (the Health Insurance Portability and Accountability Act) as well as how HIPAA impacts the Indiana State Department of Health.

HIPAA is a federal law and is not enforced by the State Department of Health. If you wish to file a complaint against a person or entity for violations of the Privacy and/or Security Rules, please go here for information on where to file.

Currently seven of the Department’s programs meet the definition of a covered entity under HIPAA and must comply with HIPAA and its regulations. These are:

  • Breast & Cervical Cancer Program
  • Children's Special Health Care Services Program
  • HIV - Medical Services Program
  • Hemophilia Program
  • Genomics/Newborn Screening Program
  • Blood Lead Program - ISDH Lab
  • Indiana Lead & Healthy Homes Program

The other programs of the Department are not HIPAA covered; although other laws may apply that would govern the privacy of any data they collect.
