We are pleased to inform you that the Indiana State Department of Health has received a planning grant from the federal Maternal and Child Health Bureau. The purpose of the grant is to engage state agencies, community partners and families of young children in a collaborative process over the next eighteen months to develop a strategic plan that will lead to a coordinated, comprehensive, community-based system of services for young children in Indiana. To initiate this important process, we are inviting you to participate as a “Core Partner” in this initiative. An abstract of the project is enclosed for your review.
The release of From Neurons to Neighborhoods by the National Research Council and the Institute of Medicine provided the scientific evidence of the complexity of early childhood development and its importance in ensuring that children arrive at school ready to learn. The recent federal focus on young children and the critical importance of a “good start” in developmental, educational and emotional areas underscores what policy makers in Indiana have been working toward for a long time. For the past fifteen years, Indiana has demonstrated its commitment to improving the lives of young children and their families through participation in a variety of state and federal initiatives. While considerable progress has been made toward the outcome of a more comprehensive early childhood system, stakeholders continue to strive for improvement.
Your insight and expertise are critical to the success of this planning process. The core partners will be charged with the establishment of the vision and values for the overall project and will provide direction and focus to the subcommittees who will be conducting the issue specific activities. The first meeting of the Core Partners will be held on February 3, 2004 from 1:00 – 4:00 PM at the Training Center, Room 4 in the Indiana Government Center, South. Please mark your calendar and confirm your attendance by returning the enclosed postcard.
