ISCBA > Lucas Oil Stadium > Facts Lucas Oil Stadium Project Fact Sheet

Location

Indianapolis, Indiana - on a downtown site bounded on the north by South Street, on the east by Capitol Avenue, on the south by McCarty Street and on the west by Missouri Street.

Description

A six-level stadium with a retractable roof seating 63,000 for football. It can be reconfigured to seat 70,000 or more for NCAA basketball, a Super Bowl and concerts. It covers 1.8 million square feet (over twice the size of Conseco Fieldhouse) with 137 suites.

Purposes

The multi-purpose stadium is home to the NFL's Indianapolis Colts, hosts NCAA Final Four and Regional men's and women's basketball games, and is used for major conventions, trade shows, IHSAA tournaments, national band competitions, local and national amateur sports events and events such as the annual Indiana Black Expo and Circle City Classic.

Developer

The Stadium is a project of the Indiana Stadium and Convention Building Authority (ISCBA), an agency created by the Indiana General Assembly.  the operation and management of the facility has been assumed by the Capital Improvement Board of Managers of Marion County.

Architect

The stadium was designed by HKS of Dallas, Texas, with significant assistance from local design firms such as A2S04 and Browning Day Mullins Dierdorf of Indianapolis and other Indiana design and engineering consultants.

Construction Manager

The construction manager was Hunt Construction Group, Inc., of Indianapolis, assisted by the local firms of Smoot Construction and Mezzetta Construction. The project was constructed by dozens of trade contractors, mostly from Central Indiana.

Financing

The cost of the Stadium was $720 million. It was financed with funds raised jointly by the State of Indiana and the City of Indianapolis, with the Indianapolis Colts providing $100 million. Marion County raised taxes for food and beverage sales, auto rental taxes, innkeeper's taxes and admission taxes for its share of the costs. Meanwhile, a small increase in food and beverage taxes in six "donut' counties and the sale of Colts license plates completes the total.

Benefits

In addition to retaining the Colts in Indianapolis through a new long-term contract, the new stadium has paved the way for another expansion of the Indiana Convention Center. Taken together, these projects are expected to create $2.25 billion in economic benefit to Central Indiana in 10 years and create some 4,200 new permanent jobs, as well as 4,900 construction jobs during the life of the projects.
