Background
Historically, the Integrated Public Safety Commission's position has been to allow a great deal of local community autonomy for day to day operation on the SAFE-T network.  In order to ensure prudent system operation, however, certain policies related to interoperability, sharing of resources, infrastructure, co-location with existing community system etc., have been adopted by the commission. These policies are available here.

Local agency demand for the expansion of system use and operating procedures has grown parallel to system growth.  Additionally, the Indiana Statewide Communications Interoperability Plan (SCIP) identifies Standard Operating Procedures as an area for improvement.
