On November 17, 2000 the IPSC and Motorola signed a Quantity Purchase Award (QPA) that locked in Project Hoosier SAFE-T’s equipment pricing for seven years, a significant discount that most local users on the system utilized. The QPA also provided for a 20% discount off the current book price after the 7-year period expired, which is now in effect.
