For immediate release: INPRS names chief investment officer and deputy

INDIANAPOLIS (June 30, 2016) – Scott Davis, CFA, has been named chief investment officer for the $29.9 billion Indiana Public Retirement System (INPRS). Davis was previously INPRS’ deputy CIO and had served as interim CIO since September 2015. He replaces former CIO David Cooper who left INPRS for a similar position at the Purdue Research Foundation.

In addition, Bo Ramsey, CFA, CAIA, director of private equity at INPRS, has been named the system’s deputy CIO, reporting to Davis.

INPRS’ Executive Director Steve Russo noted Davis’ selection followed a national search assisted by Korn Ferry. "Scott has been a key player on our investment team for several years, and his strengths were apparent well before the search,” Russo said. “We had a chance to meet many excellent candidates in our search, but Scott proved to be the best person for the job."

“Bo also has been a very notable asset on our investments team and I’m delighted he will move to the deputy CIO role,” said Russo.

Scott Davis

Davis joined INPRS in 2010 as the director of public equity and was promoted to deputy CIO in 2013.  Over that time, he has managed INPRS’ asset allocation, risk management strategy and allocation to risk parity and public equity portfolios.

Prior to his role at INPRS, Scott worked at the Indiana Finance Authority as the director of debt management, where he managed the State of Indiana’s municipal debt portfolio including the financing of Lucas Oil Stadium and the Indiana Convention Center.

In 2012, Davis was named by the business editors of Institutional Investor News as one of 14 Rising Stars of Public Funds. In January 2016, he was named among the top 30 CIOs in the nation by the editors of Trusted Insight.

Davis holds a Bachelor of Science degree, with honors, from the Kelley School of Business at Indiana University, with majors in finance and accounting.  He is also a Chartered Financial Analyst (CFA) charter holder.

Bo Ramsey

Ramsey joined INPRS as a senior investment analyst in private equity in May 2012. In December 2012, he was named director of private equity.

In his role as director of private equity, he has been responsible for managing INPRS’ private equity portfolio including asset allocation, evaluation of strategies, manager due diligence and selection, co-investments and portfolio monitoring.

He holds Bachelor of Science and Master of Business Administration degrees from the Kelley School of Business at Indiana University and a Juris Doctor degree, cum laude, from Indiana University’s Robert H. McKinney School of Law.  He is also a Chartered Financial Analyst (CFA) charter holder and a Chartered Alternative Investment Analyst (CAIA) charter holder.

Prior to joining INPRS, Ramsey served as an attorney for Ice Miller, LLP in Indianapolis and as associate general counsel at Iasta, Inc., a software company located in Carmel, IN.
