This map shows the footprint of the selected alternative for the U.S. 31 Kokomo Corridor Project as detailed in the Record of Decision and Final Environmental Impact Statement. Below it is a map detailing the differences in Alternative J Modified - the preferred alternative - as published in the Supplemental Draft Environmental Impact Statement (October 2006) and the Draft Environmental Impact Statement (March 2006).

About Alternative J Modified
Alternative J Modified was recommended and ultimately identified as the preferred alternative for the U.S. 31 Kokomo Corridor. This alternative best balances safety and operational improvements with environmental and community impacts. Alternative J Modified differs from the previously published Alternative J in the following ways:

  • Eastern Shift of the Middle Segment
    The middle segment of Alternative J was shifted approximately 600 feet east of its original alignment between Southway Boulevard (County Road 200 S) and Carter Street (County Road 50 N). This eliminated the need for relocating a segment of County Road 200 E and the Cannon-Goyer Ditch.
  • Carter Street (CR 50 N) Overpass
    The Alternative J proposal included closing Carter Street access across the alternative J facility. Alternative J Modified includes an overpass for Carter Street, maintaining east-west connectivity.
  • U.S. 35 Northern Junction/CR 450 N Interchange Reconfiguration
    The horizontal geometry of the interchange design was improved over the previous configuration, resulting in improved safety and long-term operational capability.
  • Touby Pike Interchange
    The Alternative J proposal included closing Touby Pike access across the U.S. 31 Corridor. The Alternative J Modified proposal includes an interchange at Touby Pike to maintain east-west connectivity along Touby Pike and provide access to both the Haynes High Tech Park and the Kokomo Municipal Airport.

Alternative J Modified calls for the following cross-streets along the corridor to be closed with no access to the new corridor:

  • South County Road 100 E
  • County Road 250 N

Alternative J Modified calls for overpasses at the following cross streets:

  • CR 600 N (Tipton County)
  • CR 600 S/CR 700 N (County Line)
  • Southway Boulevard (CR 200 S)
  • Carter Street (CR 50 N)
  • Morgan Street (CR 200 N)

Alternative J Modified calls for underpasses at the following cross streets:

  • CR 150 E
  • Center Road (CR 300 S)
  • Sycamore Street
  • CR 400 N
  • North CR 50 E
