Project Overview
Accelerate 465 will reconstruct an eleven mile corridor on the west side of Indianapolis between the I-70 interchange to just south of the 56th Street interchange. First built, last fixed, this segment of I-465 cannot currently support the increased travel requirements placed upon it. As our population and usage density have grown, this project is needed to expand transportation capacity, improve motorist safety and interstate access, and upgrade geometrics (road design) to current standards. Rated by INDOT (Indiana Department of Transportation) as one of its top projects, this project is currently in the construction phase which began in 2007.
 

The results of this project will respond to increased traffic demands and safety requirements. It will improve pavement conditions and add one lane to the mainline in both directions. Additionally, this project will provide safe, more efficient interchange designs and add auxiliary travel lanes in designated locations as noted in the project maps.

Interchange design deficiencies identified include:

  • The weaving and merging issues at each of the interchanges at: I-70, Airport Expressway, US 40/Washington Street, 10th Street, US 36/Rockville Road, I-74/Crawfordsville Road, and 38th Street.
     

  • The signalized intersection at Crawfordsville Road and High School Road will be reconstructed with Eastbound I-74 traffic being reconfigured through this reconstructed interchange.
     

  • Weaving and access are safety issues. The following 5 ramps had a moderately high accident rate as defined in the Engineer’s Report prepared by the Corradino Group dated October 2002:

  • EB I-70 to SB I-465

  • EB I-70 to NB I-465

  • SB I-465 to WB Airport Expressway

  • SB I-465 to WB 10th Street

  • NB I-465 to EB 38th Street

Additionally, this project will also provide safe and efficient bicycle/pedestrian facilities. These pedestrian facilities will be compliant with the Americans with Disabilities Act. They will improve the mobility, connectivity, and sense of community to the once severed neighborhoods that adjoin the Project Corridor.

Accelerate 465 PUBLIC INVOLVEMENT/COMMUNITY ADVISORY GROUP (CAG)

 An integral part of this project is the team’s integration of public input and information exchange. Unprecedented in INDOT protocol, this team established in the project’s design phase, a proactive public outreach effort. This effort is staffed and valued equal to the technical strengths of the project team.

A key component of the team’s public outreach has been the establishment of a Community Advisory Group (CAG) to receive and channel information to and from project stakeholders. This group represents a cross-section of community stakeholders including neighborhood groups, school districts, chambers of commerce, transportation representatives and the Accelerate 465 team members. The CAG also provides the project team the opportunity to disseminate important information and to gather citizen perspectives regarding various community issues ranging from design concepts to construction scheduling. The CAG will also serve as a conduit for understanding public concerns.

The CAG meetings in 2005 were held monthly to provide input to the design team. In 2006, meetings were held quarterly to keep this advisory group engaged and current regarding project status. In 2007 through construction, annual meetings are planned. The CAG provides that:
  • Participants are an integral part of the Accelerate 465 team and, as such, open discussion and comments are continually encouraged.
  • A rotating group of presenters are utilized in the CAG meetings based on their professional discipline.
  • Minutes summarizing each meeting are forwarded to participants for their review and/or potential input.
  • After each meeting, participants are provided the opportunity to forward subject-specific comments for input to the Accelerate 465 team.
In addition to direct contact with the project’s Public Outreach office, the public is encouraged to provide comments to and attend meetings of the groups and associations that are represented in the CAG. If you have an interest in additional information regarding the CAG, contact the public outreach office (317)917-5315 that input will then be conveyed to the Accelerate 465 Project Team at future meetings of the CAG.

  • The project corridor addressed by Accelerate 465 was one of the first I-465 segments ever constructed.


  • The Accelerate 465 project is a key link to improving Indianapolis’ transportation infrastructure. In this project corridor, two significant economic drivers are recognized key destination points, the Indianapolis Motor Speedway and the Indianapolis International Airport.


  • This project will add over fifteen stormwater detention basins, 2000 feet of in-line pipe storage, and over 50 ditch checks to slow and treat stormwater runoff before discharging into the existing drainage channels off the project. This will mitigate concerns expressed by the public over stormwater runoff and stormwater quality, while adhering to City of Indianapolis stormwater quantity requirements.


  • In the state’s economic development strategy, A New Path to Progress developed by the Indiana Economic Development Council, infrastructure was one of the key areas addressed. One of the recommendations was to build infrastructure that supports and sustains business investment. Our project will address this recommendation by expanding the existing highway to accommodate increased traffic demands. This project corridor provides key linkage to the $900M airport expansion, the proposed expanded Convention Center, the Indianapolis Motor Speedway, related motor sports industries, and to multiple businesses located in proximity to this corridor such as InTech Park, the largest office complex in Indiana.


  • This corridor has become a commuter route for Marion and bordering counties. It is integral for daily job access. 90% of the traffic that enters the corridor exits within the corridor boundaries.


  • It is estimated that over half of the working population in Hendricks County commutes into Marion County utilizing this segment of I-465. Additionally, this project corridor will improve interstate access and connectivity as a vital link to I-70 and I-74.


  • The Accelerate 465 team has responded to over 200 requests for information from corridor stakeholders and provided presentations to over eleven major neighborhood/civic groups.


  • Project updates are regularly provided to the Indianapolis Metropolitan Planning Organization’s magazine, Tempo, and the team hosted a Public Information Fair in 2004. This fair received broad coverage in radio print and electronic media from ABC, CBS, NBC, and FOX. Over one million viewers were reached utilizing a non-paid media schedule. Over 500 neighborhood stakeholders attended, and the project team received an award for Public Involvement excellence. Yea team!


  • The Accelerate 465 team also hosted a Neighborhood President’s meeting for the Neighborhood Associations in the project corridor. This meeting served to update corridor stakeholders in reference to the proposed design and construction scheduling.
  • Special thanks to Mr. David Graves for sharing family memories of the former Westlake Beach and Drive-In. Both were located on the site of the current Westlake Apartments in the Accelerate 465 project corridor.

    “As a lifelong resident of Speedway (I am 56), I have several memories of the Westlake beach and the Westlake Drive-In. We went swimming in the lake occasionally, with the lake having a sand beach which was different. Also present were a go-cart track, and a miniature golf course east of the lake. This was before I-465 of course. My brother and I spent many hours at the track and playing golf. We also went to Westlake Drive-In several times a summer. Their sign promoted "Indiana's Finest Drive-In Theatre". From what I remember, it was very nice, if limited to one screen. I remember the playground up by the screen and the concession advertisements, including singing, dancing hotdogs, etc! I remember the long drive home out of the crowded theatre. Many times my dad would anticipate the end of the movie and get out ahead of everyone else. Lot's of great memories in the area!”
