Congestion Mitigation Air Quality Program The CMAQ Program funds transportation projects that reduce emissions in nonattainment and maintenance areas.

  • The CMAQ program provides funds to invest in projects that reduce air pollution from transportation-related sources. Funding is available for projects in geographic areas that do not meet the National Ambient Air Quality Standards (nonattainment areas) as well as former nonattainment areas that are now in compliance (maintenance areas).

General Congestion Relief Program
Minor congestion relief projects, typically small in scope focusing on traffic bottleneck issues.

  • Demand for highway travel continues to grow as population increases, particularly in metropolitan areas. Construction of new highway capacity to accommodate this growth in travel can not always keep pace.

    Congestion results when traffic demand approaches or exceeds the available capacity of a roadway. Demands can vary significantly depending on the season of the year, the day of the week, and even the time of day. Capacity also varies due to weather, work zones, traffic incidents, or other non-recurring events.

    The congestion relief program administered by the Office of Roadway Safety and Mobility is geared toward smaller bottleneck easing projects generally involving issues of traffic signal timing, arterial, and access management.
