The Community Advisory Committee (CAC) consists of representative stakeholders that meet regularly to discuss issues of common concern. The CAC members serve as liaisons between the community they represent and the Project Management Team (PMT). The PMT is sometimes called a Project Coordination Team (PCT). The role of the PMT is to facilitate communication between agencies concerned with the planning process and those concerned with the NEPA process. While the CAC provides valuable information, the FHWA and the INDOT maintain review and approval over decisions regarding the project.
Potential CAC members are identified in the early stages of a project. A wide range of viewpoints are sought in the selection of CAC members. This allows for a comprehensive discussion of issues and / or concerns that enables transportation officials to gather a holistic understanding of the general community. Potential CAC members include, but are not limited to:
1. City elected representative
2. County elected representative
3. City Administrator
4. Metropolitan Planning Organization
5. Parks and Recreation representative
6. Neighborhood representatives/leaders
7. Civic, minority, low income, handicapped leaders.
8. Chamber(s) of Commerce/business leaders
9. Religious groups representatives
10. Community leaders
11. Educational leaders
12. Environmental groups
13. Emergency services representatives
Members of the project management team will facilitate the CAC meetings and will be present at each meeting to provide background information, answer questions and compile meeting minutes. The CAC will meet on an as needed basis at various stages during the development of the project.
The following groups are represented on the CAC for this project.
The first CAC meeting was held on June 28, 2005. The draft Purpose and Need for the project was presented to the CAC and comments were invited. Following the discussions of the Purpose and Need, the CAC participated in a group exercise designed to identify and assess potential impacts to the community based on the project
