How many projects are in the Major Moves program and how were they selected?

There are more than 400 highway construction projects in the Major Moves program - which covers the years from 2006 to 2015. In May 2005, the Indiana Department of Transportation (INDOT) introduced an initiative to prioritize highway construction projects. The rating system is based on 11 critical criteria - including a project's potential for contributing to economic growth. Each potential project was rated and ranked by INDOT's planning staff.

For the first time, in the summer of 2005, INDOT asked state legislators, businesses and citizens to rate proposed highway projects in their area based upon their economic development potential, ability to increase safety and enhance mobility. The survey results were included in the large analysis of the state's transportation system.

In August 2005, INDOT hosted 12 public meetings across the state to introduce the preliminary scores of approximately 200 new highway construction projects. More than 2,000 citizens attended these meeting and provided input into the prioritization of projects.

In September 2005, Governor Mitch Daniels introduced his Major Moves jobs and transportation program. For the first time in Indiana's history, a prioritized, ten-year highway plan that could be funded and constructed was presented. During that fall, dozens of meetings were held with state legislators, local officials and businesses to outline the program. Major Moves became a reality in March 2006 when the Indiana General Assembly passed the program and Governor Daniels signed it into law.

What are Major Moves projects?

There are two categories of work - new construction and major preservation. New construction projects includes replacing bridges, adding lanes to existing highways and constructing new roads. Major preservation work includes rebuilding existing highways (without adding lanes) and structural repairs to bridges.

How much money is being invested in Indiana's highway system?

Between 2006 and 2015, the state will invest nearly $12 billion on hundreds of new road construction, preservation, resurfacing and other projects. New construction spending will quadruple, from $213 million in 2005, to $874 million in 2015. The funds for the 10-year program come from a variety of sources, including: Preservation gas tax funds ($5.3 billion); new construction gas tax funds ($2.5 billion); and proceeds from leasing the Indiana Toll Road ($3.8 billion - plus approximately $900 million in interest).

Why is Major Moves so important?

With Major Moves funding, vital projects across Indiana that previously were delayed or had little hope of ever being built are now funded and moving forward quickly. This is the largest roads and jobs plan in Indiana's history - and it is being done entirely without increasing the gas tax. Every state in the country is searching for ways to fund its transportation shortfall. Indiana is taking the lead in successfully solving this dilemma. Major Moves is creating tens of thousands of new jobs and is making Indiana a global force in transportation and logistics.

Do Indiana communities receive any Major Moves funds for local projects?

Yes. Every Indiana county will receive a share of $150 million for local transportation needs. The money is being provided in two, $75 million payments. The first payment occurs in October 2006 and the second will follow in October 2007. The seven counties where the Indiana Toll Road is located received a bonus payment in September 2006. The checks ranged from $15 million to $40 million for each county.
