Moving Forward Program

In 2015 the Indiana Housing and Community Development Authority (IHCDA) and Energy Systems Network (ESN) launched a new, innovative program aimed at providing energy efficient affordable housing and transportation. The program, called Moving Forward, is designed to create housing that increases quality of life while decreasing the cost of living for low to moderate income individuals and families.

On May 11, 2017, Moving Forward 3.0 was announced. Once complete, this innovative program will help to create two energy efficient affordable housing developments with transportation solutions in Lake County. The goal, established by Indiana Governor Eric Holcomb's Declaration of Disaster Emergency in East Chicago, is for one of these developments to be located in East Chicago. As part of Governor Holcomb's Executive Order, he requested that IHCDA find ways to encourage the new development of rental housing in East Chicago.
