NOTICE OF FILING OF COMBINED ANNUAL PERFORMANCE EVALUATION REPORT Notice is hereby given that the Indiana Office of Community & Rural Affairs, and the Indiana Housing and Community Development Authority will file their 2011 Combined Annual Performance Evaluation Report with the U.S. Department of Housing & Urban Development (HUD) on or about September 30, 2012. These programs are funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended.
The Combined Annual Performance Evaluation Report provides information on the expenditure of activities with regard to the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Shelter Grant (ESG) Program, and the Housing Opportunities for Persons With Aids (HOPWA) Program.
The Office of Community & Rural Affairs will have the Combined Annual Performance Evaluation Report available for public inspection prior to its submission. Members of the public, especially persons of low to moderate income, are invited to review the Combined Annual Performance Evaluation Report prior to its submission during the hours of 8:30 a.m. to 5:00 p.m., Thursday, September 13, 2012 through Friday, September 28, 2012, at the Indiana Office of Community & Rural Affairs, One North Capitol, Suite 600, Indianapolis, Indiana 46204. 2011 Action Plan - Draft - Read Aloud Version
This is a request for proposals (“RFP”) issued by the Indiana Housing and Community Development Authority (“IHCDA”) for a qualified contractor to provide an energy savings impact evaluation to foster understanding of the impact that weatherization services have on energy reduction in units assisted through Indiana’s Weatherization Assistance Program (IWAP).
Stellar Communities is an innovative new state program created to fund comprehensive community development projects in Indiana’s smaller cities and towns. This new program is a partnership between three state agencies: the Indiana Housing and Community Development Authority (IHCDA), Indiana Office of Community and Rural Affairs (OCRA), and the Indiana Department of Transportation (INDOT).
Local units of government in Indiana that are considered non-entitlement areas as defined by the federal Housing and Urban Development guidelines are encouraged to submit a letter of interest for the program. Selected communities will complete multiple community development projects funded by the three partner agencies’ programs, which may address housing, infrastructure, roadwork, streetscape, lighting, community centers, revitalization projects, and other quality of life issues.
Two communities will be chosen for the program’s pilot, expected to be announced in the first quarter of 2011.

The public is invited to review and comment on the Community Services Block Grant State Plan application for Federal Fiscal Year 2011, which is attached for public comment. The Plan includes: (1) specific assurances certified by the designee of the lead agency; (2) a narrative State plan; (3) evidence that legislative and public hearing requirements were met; (4) an Annual report; and (5) several administrative certifications certified by the designee of the lead agency for Indiana.
Please note that Indiana will change its annual allocation formula to eligible entities effective January 1, 2011. Details are discussed in the Narrative State Plan section. It is important to note that the formula was approved by the eligible entities at the April State Association Board Meeting, it passed legislative hearing in July, and is a public hearing agenda item.

Indiana Housing and Community Development Authority (IHCDA) will accept applications from January 10, 2011 - February 23, 2011 from emergency or transitional shelters interested in applying for the State of Indiana’s Emergency Solutions Grant. Applicants must be a non-profit organization and actively serving the homeless population. In addition, in order to be considered for funding, applicants must meet the following criteria:
Be located within Indiana’s Balance of State Continuum of Care
Serve 100% homeless as defined by HUD
Received state ESG funding in 2010-11 program year
Attended at least 75% of local continuum of care meetings in 2010
The grant will have a one year grant period, covering operations and essential services provided between July 1, 2011 and June 30, 2012.
