NOTICE OF PUBLIC HEARING FOR FY2013 CONSOLIDATED PLAN FOR FUNDING

Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Consolidated Plan for 2013. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2013 Consolidated Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2013. The Consolidated Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning. The FY 2013 Consolidated Plan will set forth the method of distribution of funding for the following HUD-funded programs:

 

  • State Community Development Block Grant Program (CDBG)
  • Home Investment Partnerships Program (HOME)
  • Emergency Solutions Grant Program (ESG)
  • Housing Opportunities for Persons With AIDS Program (HOPWA)


These public hearings will be conducted on Tuesday, April 23rd at several Ivy Tech Community College campuses (http://www.ivytech.edu/) across the state. Click here for a complete list of public hearing locations.

All members of the public are invited to review the draft Plan prior to submission April 10, 2013 through May 10, 2013 during normal business hours of 8:30am to 5:00pm, Monday-Friday, at the Indiana Office of Community and Rural Affairs.

Written comments are invited from Wednesday, April 10, 2013 through Friday, May 10, 2013, at the following address:

IHCDA is requesting proposals for FY13 Balance of State Emergency Solutions Grant funds for the following activities: Shelter Operations, Rapid Re-Housing, Homeless Prevention, and Street Outreach. Please see the following documents for each of the activities:

Public Comments - Community Development Block Grant Program Policy and Application Forms

The Indiana Housing and Community Development Authority (IHCDA) regularly reviews its policies, procedures and plans to further the agency mission and strategic priorities.
 
IHCDA is now accepting feedback on the draft of the Community Development Block Grant (CDBG) Policy and also application forms for CDBG owner-occupied rehabilitation (OOR).  The comment period will end on Friday, May 3, 2013.

Public Comments - Housing Choice Voucher Program (Section 8)

The Indiana Housing and Community Development Authority (IHCDA) regularly reviews its policies, procedures and plans to further the agency mission to end homelessness,  taking into consideration the needs of the residents of the State of Indiana.

IHCDA is proposing changes to the Housing Choice Voucher (Section 8) Administrative Plan.  Changes to the Plan involve implementing new temporary provisions outlined in HUD Notice PIH 2013-03

If approved the policy changes will be effective March 7, 2013 allowing for consideration of the conclusion of the public review and comment period.

A-133 Pre-qualification Process

In taking a more proactive role as a pass-though entity, IHCDA is instituting a new policy for all of its award recipients who are subject to an A-133 audit. Starting for the December 31, 2010 year-end, all auditors performing A-133 work for IHCDA award recipients subject to an A-133 must be pre-qualified by IHCDA in order for IHCDA to accept the A-133 submitted by the award recipient. IHCDA developed the pre-qualification policy to address the many concerns IHCDA has experienced reviewing A-133 reports, such as wrong CFDA numbers, similar audit reports for two different agencies and subsequent agreed upon procedure reviews, contracted by IHCDA, reporting findings where the A-133 did not have any findings. Every accounting firm interested in performing A-133 procedures must complete IHCDA’s Mandatory Pre-Qualification Form.

The Neighborhood Stabilization Program Quarterly Reports

The Neighborhood Stabilization Program, launched by Congress in 2008 (NSP1), is still underway, providing funds to help Hoosiers purchase, redevelop, and rehabilitate foreclosed upon homes and residential properties. IHCDA's Quarterly Reports to HUD on the use of NSP 1 funds are now available, and can be viewed using the links below:

The Neighborhood Stabilization Program Round 3, launched by Congress in 2010 (NSP3) is already underway, providing funds to Cities and not-for-profit organizations to purchase, redevelop, and rehabilitate foreclosed upon homes and residential properties, and to demolish blighted properties. NSP3 will help mitigate or reverse the negative impacts of foreclosures and abandoned buildings on communities across Indiana.
