Pursuant to 24 CFR part 91.115(a)(2), the State of Indiana wishes to encourage citizens to participate in the development of the State of Indiana Consolidated Plan for 2013. In accordance with this regulation, the State is providing the opportunity for citizens to comment on the 2013 Consolidated Plan draft report, which will be submitted to the US Department of Housing and Urban Development (HUD) on or before May 15, 2013. The Consolidated Plan defines the funding sources for the State of Indiana’s four (4) major HUD-funded programs and provides communities a framework for defining comprehensive development planning. The FY 2013 Consolidated Plan will set forth the method of distribution of funding for the following HUD-funded programs: NOTICE OF PUBLIC HEARING FOR FY2013 CONSOLIDATED PLAN FOR FUNDING
These public hearings will be conducted on Tuesday, April 23rd at several Ivy Tech Community College campuses (
All members of the public are invited to review the draft Plan prior to submission April 10, 2013 through May 10, 2013 during normal business hours of 8:30am to 5:00pm, Monday-Friday, at the Indiana Office of Community and Rural Affairs.

The Neighborhood Stabilization Program Round 3, launched by Congress in 2010 (NSP3) is already underway, providing funds to Cities and not-for-profit organizations to purchase, redevelop, and rehabilitate foreclosed upon homes and residential properties, and to demolish blighted properties. NSP3 will help mitigate or reverse the negative impacts of foreclosures and abandoned buildings on communities across Indiana.
