Steve Adams
Steve Adams is currently the manager of the Geospatial Services department at
Duke Energy (Midwest). As such, he is actively involved with the company's GIS system and maintains
frequent contact with outside local and regional agencies with regard to GIS data and
how it can be leveraged by various users in numerous applications.
Steve has extensive background and experience with Duke Energy's GIS tools,
serving as Conversion Manager from 1997 - 2001 as the company implemented
its Smallworld system. As a result of this experience, Steve is aware of
the forward-looking thinking that is required of individuals in the GIS field.
Charline Avey
Charline Avey is the Operations Support Lead in the Information Technology Department
for Veolia Water Indianapolis where she develops and manages computer systems and
databases required for the IW/GIS (Indianapolis Water Geographic Information System).
Charline has been directly involved with growing the GIS at the Water Company since its
inception in 1989. She also supports technology needs for Hydraulic modeling, Engineering
and Field Service. Her biggest challenge and goal continues to be integrating GIS information
that includes the Water Company's facilities, landbase, and aerial photography spanning 6
counties into the everyday operations of Capital Projects, Customer Service and Maintenance
Departments. Her current joy is developing applications for the operating departments and the
enterprise using mobile computing technology. She has written applications currently being
used daily by 25-30 employees using Palm OS™ handhelds.
Charline received a BS in Supervision from IUPUI, is the technical committee member to
IMAGIS (Indianapolis Mapping and Geographic Information System), has been the treasurer
for the IKO (Indiana Kentucky Ohio) Chapter of GITA for 6 years and is a voracious reader of audible books.
Mike Baise
Currently Mike Baise handles strategy and issues management for Indiana Farm Bureau. He joined the group in 1996,
and became director of the Agricultural Development and Natural Resources Division in 1998.
Mike Baise was raised on a grain and livestock farm near Jacksonville in West Central Illinois. He came to Indiana
after working for the Illinois Department of Agriculture for 12 years, where he had been appointed Assistant Director
of Agriculture and Chief of Staff from 1988 to 1995 by Illinois Governors James Thompson and Jim Edgar.
Mike has a master of science in agricultural economics from the University of Illinois, a master of public affairs
from Indiana University's School of Public and Environmental Affairs, and a bachelor's degree in history from Illinois
College.
He is married to Dr. Marilynne Boyle Baise, a professor in the School of Education at Indiana University. They reside
in Bloomington.
Jim Binkley
Jim Binkley's responsibilities include supervising both the City of
Scottsburg's Electrical Utility and Citizens Communications broadband.
Citizens Communications broadband has received both state and national recognition
by providing broadband services to a rural area. In 2005, the City of
Scottsburg was selected by the Wireless Internet Institute for Best
Practices in the category of Local Municipal Initiative. Jim has
been an active user of GIS in the design of new utility services
and electric and broadband asset management. Scottsburg represents an Indiana
rural success story in the use and application of new an innovative technology.
Matt Brase
Matt currently serves as Government Affairs Manager for the Indiana Association of
Cities and Towns. The Indiana Association of Cities and Towns is one of the oldest
state municipal leagues in the country. A not-for-profit organization, the Association
currently has over 480 member municipalities. The Association exists to meet the educational,
legislative and informational needs of its members.
Matt has been employed with the Association since December of 1998 and has been
affiliated with the Indiana General Assembly since January of 1989. Matt and his wife
Monica are the proud parents of 2 daughters. Matt attended Indiana University Purdue
University at Indianapolis.
Matt Colley
Matt is actively involved with building a statewide utility boundary GIS to
help utilities comply with recent "call before you dig" laws. Indiana Underground
Plant Protection Service will be a central focus for utility and road centerline
layers in Indiana, and Matt is a valuable representative of those interests on the IGIC Board.
Lisa R. Gehlhausen
Lisa serves as the Executive Director of Indiana 15, where she is responsible for development
and management of community facilities, downtown renovations, water and wastewater infrastructure projects
in six southern Indiana counties. Lisa also manages the technical and administrative activities of mapping,
comprehensive planning and zoning, transportation planning, codifications, floodplain management, park and
recreation planning, historic preservation projects, and environmental reviews. She has extensive experience in
GIS and GPS, and serves on many Boards, including IGIC.
Irv Goldblatt
Irv Goldblatt has worked to enhance GIS within the State of Indiana for over a
decade. He is currently Infrastructure Manager with the Indiana Department of
Environmental Management. He also serves as the State GIS Coordinator and director
of the GIS Center for Excellence. Before joining IDEM, he worked at the Department
of Natural Resources. Irv also served as the GIS Coordinator in both DNR and IDEM
before assuming his present duties.
Irv was one of the founding members of INGISI and IGIC. Not only has he served on
the IGIC Board of Directors, he has been heavily involved in preparing the annual
GIS conference. Irv is also a certified ESRI instructor and teaches both Introduction
to ArcView and the Advanced ArcView classes.
Andrew has been involved with GIS activities across Indiana for over 20 years. This has given him experience on
many public, private and commercial GIS projects. He has the knowledge, leadership, commitment to public education,
and public relations skills needed to successfully develop GIS projects. Andrew is a GISP, and his two decades
supporting Indiana GIS shows his commitment and experience to improve the community.
Bill Holder
Bill Holder is currently the Kosciusko County GIS Director, a position he has held since 1998. He started his GIS Professional
career in 1992 as a GIS Specialist for the Knoxville/ Knox County (Tennessee) Metropolitan Planning Commission. He received
degrees in Geography from the University of South Alabama (BS,1990) and Appalachian State University (MA,1992). Bill was first
exposed to GIS as a graduate student at Appalachian State, where he worked as a graduate assistant to create a GIS base map for
Avery County, North Carolina.
Other than being an IGIC board member, he is a co-chair of the Indiana Map Committee and is an active member of the Education Committee.
Steven Hook
Steven Hook graduated from Indiana University Purdue University Fort Wayne in
1997 with a BS in Construction Technology while working for the Noble County
Surveyor's Office. His responsibilities included drawing construction plans
for ditch and tile projects and developing various databases. He worked as
the Tax Mapper for Noble County until 2003, when he became the GIS coordinator for
Noble County. With assistance from the county GIS Committee, Steven is currently
preparing documentation on workflows, data exchange agreements, establishing
standards for GIS layers, and seeking ways of using GIS software for everyday
tasks. Having worked with many departments in Noble County government, Steve
has learned about GIS issues facing rural counties, knowledge that he brings
to the IGIC Board and GIS community at large.
Kevin Jordan
Kevin Jordan markets real estate nationally for Schrader Real Estate and Auction
Co in Columbia City. He brings experience in merging GIS capabilities into the real
estate business as a licensed Realtor and auctioneer. An author of many technology
related books, he has the ability to translate abstract thoughts into understandable
concepts. Born in Indianapolis, Kevin graduated from Purdue University with a
degree in Mechanical Engineering (1999) and Ball State University with a masters
degree in Curriculum and Technology (2005). He served on the Advisory Committee
for the Indiana Department of Education's Student Test Number (STN) Project.
He's married with two great kids.
Jason Lovell
Jason Lovell currently manages the State’s defense development initiatives through the State of Indiana’s Office of
Energy and Defense Development. Prior to joining the agency, Mr. Lovell consulted small companies in government
contracting. Previously, he worked at Rolls-Royce handling export control and other government relations and
compliance issues.
Mr. Lovell served as a senior staff aide to Congressman Dan Burton and as a professional staff member of the House
Committee on Government Reform in Washington from 1992 - 2000.
Jason is married to Lisa Lovell and has two children Aidan 4 and Ainsley 2.
Tom Mahon
Tom Mahon is the Surveying/GPS Group Manager at Woolpert's
Indianapolis office. Woolpert is involved in utility inventory projects,
subsurface utility engineering, topographic surveying, aerial photography and
mapping, and geodetic control surveys for which they use GPS quite extensively.
Tom is also the chair of the Indiana Society of Professional Land Surveyors GIS/LIS
committee. The focus of the committee has been the establishment of the Indiana
High Accuracy Reference Network, or HARN. Tom coordinated the first two phases
of the HARN while working at the Highway Extension and Research Project for
Indiana Counties and Cities (HERPICC, now known as LTAP) in 1997 and 1998.
Tom worked closely with the Indiana State Geodetic Advisor,
Professor B.H.W. van Gelder, on all phases of the HARN. He continues to work
with Professor van Gelder as a PhD candidate in geodetic engineering. Tom also
has thirteen years of experience in consulting engineering and surveying where
he was involved in various projects from preliminary highway design to
reconstruction of a major New York City subway station.
Deb Martin
Deb Martin has been with the City of South Bend since 1996. The city joined in a
consortium with St. Joseph County to build a GIS in 1998. In 2000 the City established
a bureau for GIS and Deb was hired as the GIS Manager. As GIS Manager, she has been
instrumental in getting participation of city departments in the use of GIS. At a
state level, Deb has been a member of the Data Sharing Committee since 2001.
Deb has a BS in Landscape Architecture from Purdue University. She is also a licensed
Landscape Architect in the state of Indiana.
Christina McCullough
Christina McCullough received her BA for Geography and Planning from the University of Toledo in 2002.
She is currently finishing her MA from the same university. She is the geospatial analyst for the
Indiana National Guard in the Strategic Planning Office.
She creates GIS map products that are designed to enhance the decision making
process that accommodates a civilian and military collaboration for the
Indiana National Guard and the Indiana Department of Homeland Security.
Kevin Mickey
Kevin has over 20 years of experience in the GIS community. In addition to being an educator,
he has managed and supported over 300 projects since joining The Polis Center in 1990.
His responsibilities have included design, development, testing, implementation, and
analysis of complex GIS applications, models, and databases. He has been particularly
active in the homeland security arena working with state and federal emergency
management in an effort to help them realize the potential of GIS. Kevin has
also developed and taught a multitude of GIS courses thru The Polis Center as
well as various departments and programs at IUPUI, U.C. Berkeley, Queens University
Belfast, and the University of Portsmouth in the U.K. He is currently an adjunct
instructor in the Geography Department at IUPUI. Kevin has also delivered dozens of
presentations on GIS related topics at conferences around the world.
Kevin was a member of the original group that formed IGIC. He helped start
the Education Committee, and has been a co-chair since its inception.
John Milburn
John Milburn has served as the Hancock County GIS Coordinator since late 2005. He received his BS in Geography from
Ball State University and is currently finishing up his Master from BSU as well. John is a new member of the IGIC
Board but proctored frequently in 2007. His academic background is focused strongly in Human Geography and he
has a keen interest in integrating social geography with GIS.
Cele Morris
Cele works as a Research Analyst at the Northwest Indiana Center for Data & Analysis at Indiana University-Northwest.
Her position has encouraged her to be actively involved with the Northwest Indiana GIS Forum, in the local GIS
community, and statewide for over eight years. Since development within the state varies greatly, Cele provides
metadata outreach and training to support GIS at all levels. Cele received a BS in Geology from IU Northwest.
David Nail
David Nail is the USGS Geospatial Liaison to Indiana. He has over 18 years
service with the USGS and previously worked with the National Hydrography Data
program for 10 years as a project manager and production supervisor.
David received his BS in Geology from Missouri State University.
Bruce Nielsen
Bruce has been an active participant in the Indiana GIS community for the past
15 years. During this time, he has contributed to various GIS user groups, both
as an attendee and as a presenter. This includes periods serving as co-chair of the
IGIC's Education and Data Sharing Committees. He also worked on the steering committee
that developed IGIC's initial structure, served as Jane Hardisty's proxy during her
term as an IGIC board member, and contributed to the development of the standards
that were used for the recent orthophoto acquisition.
As a board member, Bruce upholds IGIC's vision by continuing to promote the sharing
of data within the GIS community. He also is interested in forming an Indiana Federal
User's Group. This group would promote the exchange of ideas and information within
the federal sector, and assist IGIC's federal representatives in reflecting the needs
of that sector.
Anna Radue
Anna is a database and GIS specialist at Indiana University, providing GIS and remote sensing technical support
to all campuses. She administers license agreements with ESRI, Leica Geosystems, and Lizardtech and supports the
Indiana Spatial Data Storage Portal and Indiana Spatial Data Services. Her areas of interest include image encoding,
enterprise GIS, and storage of imagery in relational databases. Anna has received multiple awards for her efforts in
making the 2005 statewide orthophotography available free to the public through sites like the IndianaMap.
Matt Riggs
Matt has been a member of the GIS community for 20 years. He is currently employed at Cripe Architects + Engineers as
the GIS Services Director and Survey Field Coordinator. He has been involved with the implementation of GIS processes,
and database generation and maintenance for State, County and municipal governments. Prior to moving to Indiana, Matt
worked at the Illinois State Geological Survey utilizing GIS to facilitate a variety of geologic mapping projects
throughout the state. His GIS work experience includes, but is not limited to, database administration and design,
asbuilt production, data conversion, address mapping, utility mapping, and land cover mapping.
Matt received a B.A. degree in Geology from Alfred University, New York and M.S. degree in Geology from Southern
Illinois University Carbondale, Illinois.
Carol Rogers
Carol leads the IBRC's work providing economic and demographic data to Indiana. She is the State Liaison to the
Census Bureau, works with the Federal Cooperative on population projections, and is a leader of the State Data
Center Program. Under Carol's guidance, Indiana data is accessible via the STATS Indiana website. Carol's goal
both with IBRC and IGIC is to improve availability of GIS data and tools, and help people use these resources to
yield insights.
Sarah Rossier
Sarah serves as Deputy Legislative Director for the Association of Indiana Counties, where she works with county and
state elected officials to assure that AIC members are effectively represented in the determination of public policy.
Prior to joining the AIC, Sarah served as business advocacy manager for education and workforce development at the Greater Indianapolis
Chamber of Commerce. Sarah got her start as a government affairs consultant with Baker & Daniels LLP in Indianapolis, where she gained
experience in legislative and regulatory matters to assist clients in response to opportunities and challenges at all levels of government.
Sarah also served three terms as a legislative intern in the Indiana General Assembly, representing the State Senate, Indiana Association of
School Principals and BoseTreacey Associates LLP. Active in the community, Sarah sits on the board of Reach for Youth and Agave, Young
Professionals Auxiliary for the Eiteljorg Museum. She also volunteers as a Court Appointed Special Advocate (CASA) for Child Advocates.
Sarah is a member of the Governmental Affairs Society of Indiana. A 2004 Indiana University graduate, Sarah earned a bachelor's degree in
political science. She and her husband Jeff, both Morgan County natives, now reside in Indianapolis.
Shaun Scholer
Shaun Scholer is the GIS Manager for the City of Richmond/Wayne County GIS Interlocal. Shaun has
shown an ongoing interest in engaging his organization in IGIC's activities. As evidence, he aided in
creating a web hosting service of Wayne County's GIS data for the IndianaMap in collaboration with IGIC
and USGS. He has represented municipalities on the IGIC Board, and currently serves as Treasurer.
Jim Sparks
Jim has worked with spatial information technologies for over 26 years, and was appointed Indiana's first
Geographic Information Officer in October 2007. Much of his expertise comes from hands-on experience working in
county and state government environments and while serving as a GIS project manager for a variety of undertakings.
It is Jim's desire to contribute his broad GIS experience, analytic capacity, and collaborative nature to advance
the effective use of GIS in Indiana to serve the common good. He has a particular passion to facilitate the
development, maintenance, and distribution of a comprehensive statewide geographic dataset and to treat that data as
an asset that belongs to all Indiana citizens.
Larry Stout
Larry Stout has been GIS Manager for Hamilton County since
1996. He was a founding member of the Indiana Geographic Information Council,
served as co-chair of the INGISI Standards and Recommendations Committee, and
has served on the Board of Directors of IKO (the Indiana, Kentucky, and Ohio
chapter of the Geospatial Information & Technology Association (GITA)).
Larry earned BS and MS degrees in Civil Engineering from
the University of Houston, and is a Registered Professional Engineer in the
State of Indiana. He first became interested in GIS in 1988 at the Indianapolis
Water Company where he directed their GIS project from 1988 to 1991. He has
also served as Director of GIS for SIECO Engineers and R.W. Armstrong, and is a
GIS consultant specializing in GIS application development.
Mike Sudac
Mike manages the Johnson County GIS. In his brief time there, he has created an active GIS, reaching out to
governments, utilities, and schools to build a robust, cooperative GIS. He participates in GIS forums in surrounding
counties to encourage data sharing. Previously, Mike managed the GIS for the North Texas Council of Governments
(16 counties). His experience in multi-county GIS, his technical expertise, and his ability to build consensus
are all assets to IGIC.
Andy Swenson
Andy is a Principal Planner for the 8-county Indianapolis Metropolitan Planning Organization (MPO).
There he manages GIS resources needed for the Travel Demand Model (and upcoming travel demand survey),
and the Transportation Monitoring System. He also maintains the MPO's economic and demographic projections.
Prior to his current work, Andy managed the Information Resources and Policy Analysis Section for Indianapolis
where he was the point of contact with the Census Bureau (LUCA). Andy has a Masters in Urban Planning from
the University of Illinois.
Phil Worrall
Phil has been actively working in the private sector mapping industry in
Indiana for over 30 years, and brings his experience, enthusiasm, and energy
to the Council. One focus of his career has been to strive to deliver
high-quality digital mapping data with easy-to-use GIS software to the
masses (the end-users). As a part of that goal, he has been active in
IGIC since its inception, and strongly believes in the mission of the Council.
