
The Ethics Commission consists of five Commissioners. They are appointed by the Governor and serve for four-year staggered terms. The Commission holds monthly public meetings during which it issues Advisory Opinions and receives complaints filed by the Inspector General. Members may not be elected officials, state employees, or lobbyists. No more than three may be from the same political party.
Clare Kraegel Nuechterlein, Chair, was appointed by Governor Mitch Daniels in 2005 and reappointed to a four year term as Chairwoman of the SEC in 2007. Ms. Nuechterlein is a professor at Valparaiso University School of Law, from which she graduated in the centennial class of 1979. Professor Nuechterlein earned her undergraduate and master's degrees from Valparaiso University.
Priscilla D. Keith was appointed to a four year term by Governor Joseph Kernan in 2004 and reappointed to another four year term by Governor Mitch Daniels in 2007. Ms. Keith is currently General Counsel of Health and Hospital Corporation in Indianapolis, Indiana.
James Clevenger was appointed to a four year term by Governor Joseph Kernan in 2004 and reappointed to another four year term by Governor Mitch Daniels in 2008. Mr. Clevenger has practiced law since 1978 and is a partner with the law firm Kizer & Neu in Plymouth, Indiana. He received his B.A. from Hanover College and his J.D. from Indiana University. He currently holds the position of County Attorney for Marshall County.
V. Sue Shields was appointed by Governor Daniels in August 2007. She is a graduate of Ball State University and Indiana University School of Law. She is a former Deputy Attorney General for the State of Indiana (1962-1964), Judge of the Hamilton Superior Court #1 (1965-1978), Judge of the Indiana Court of Appeals (1978-1994), and Magistrate Judge for the U.S. District Court, Southern District of Indiana (1994-2007).
