Senior Environmental Engineer 1

 

This Senior Environmental Engineer (EE1) position resides within the State Revolving Fund (SRF) Loan Programs and reports to the SRF Loan Programs Technical Review Manager.  The SRF Loan Programs provide low-interest loans to Indiana communities for projects that improve wastewater and drinking water infrastructure in accordance with the Clean Water and Safe Drinking Water Acts.

This position provides the incumbent with abundant opportunities to utilize past professional experience and the opportunity to grow into evolving areas (e.g. sustainable infrastructure and cooperative projects with the Indiana Brownfields Program).

Reports to: Technical Review Manager, SRF Loan Programs

Primary Responsibility:

Conduct technical review of the more challenging and complex SRF-financed projects from project planning and preliminary engineering stage through substantial completion of projects.

Key Areas of Responsibility:

  • Conduct technical review of the more challenging and complex SRF-financed projects from project planning stage through substantial completion of projects.
  • Act as a liaison between the SRF Loan Programs and the IDEM Permits and Compliance Branches with emphasis on working with the Wet Weather Section to review combined sewer overflow long-term control plans (CSO LTCPs).
  • Work as a leader for the SRF engineering staff.   Provide technical oversight, support, and training to the SRF engineering staff.
  • Provide leadership and engineering support in all aspects of technical matters (e.g. preliminary engineering, bidding and contract award, change orders, construction inspections, disbursements) to the SRF Loan Programs Technical Review Manager and the SRF Loan Programs in general.

Consults with:

Staff within the SRF Loan Programs, Indiana Brownfield Programs, various offices/sections/groups within the Indiana Department of Environmental Management, Environmental Protection Agency, as well as SRF clients and their consulting engineers.

Qualifications:

  • Knowledge and skill typically acquired through a Baccalaureate degree in civil, environmental, chemical or mechanical engineering or a related engineering program and considerable related work experience.  Professional Engineer license will be a plus.
  • Thorough knowledge of the principles and practices of water and wastewater treatment technologies and processes.
  • Broad knowledge of and ability to apply federal and state laws and regulations along with engineering and environmental law principles and precedents.
  • Excellent skills in planning and organization, time management, judgment, problem-solving, inter-personal relationships and communications.
  • Ability to work independently and as a member of the team on multiple projects/tasks.
  • Drive to ensure the SRF clients’ drinking water/wastewater needs are met in a timely fashion and within the framework of SRF Loan Program requirements/guidelines.
  • Drive to ensure that the SRF Loan Program priorities/goals are achieved within the established time-frame.

Terms of Employment:

This is a full-time position with a comprehensive state of Indiana benefit package. The starting salary will be commensurate with an applicant’s experience.
