Thank you for your interest in the Wastewater State Revolving Fund Loan Program (WWSRF), and welcome to the first step in obtaining WWSRF funding. This document will guide you through completion of the attached application to obtain WWSRF funding.
As you are probably aware, the WWSRF can play a significant role in helping communities -- especially small communities -- with meeting the challenges of keeping wastewater treatment systems up to date while complying with wastewater discharge permit and public health standards.
We offer lower than market interest rates to political subdivisions by obtaining annual capitalization grants from the U.S. Environmental Protection Agency (U.S. EPA) and leveraging them in the bond market. Interest rates are updated quarterly to ensure competitiveness with open market funding opportunities. Since 1991, Indiana communities have closed loans for the planning, design, construction, improvement or expansion of publicly-owned wastewater treatment works for the purpose of pollution abatement. The WWSRF loan funds can be used by municipalities and sanitary districts to finance the design and construction of almost all publicly-owned waste treatment and conveyance (sewer) improvements. Indiana’s WWSRF program is accepting applications from Indiana communities for the use of WWSRF funds. Small and large communities as well as sanitary, waste, sewer and water districts have received WWSRF loan assistance from this Program. The Wastewater State Revolving Fund (WWSRF) may be of value to you in financing wastewater projects. The Indiana SRF program is staffed with administrative, technical/ environmental, and financial professionals. To date, the Indiana SRF program has made over 200 WWSRF loans for a total exceeding $1 billion dollars!
General Eligibility
Communities eligible to participate in the WWSRF program include: incorporated cities, towns, counties, conservancy districts, regional water, sewer, and waste districts, and sanitary districts. In order to accurately score and rank projects for the State Fiscal Year (SFY) 2005, the SRF Program would appreciate only receiving submittals from applicants intending to close on an SRF loan before June 30, 2006 .

Nonpoint Source Pollution Abatement Program
Coupling your NPS project with a point source wastewater or drinking water project, may reduce your SRF Program loan interest rate by up to 0.5 percent!
NPS water pollution results when precipitation moves across the ground as runoff and carries pollutants from a variety of land use practices to waterbodies. Indiana has identified NPS pollution as the leading cause of surface water quality problems, including impairments to drinking water supplies, recreation, fisheries and wildlife; thus, SRF is eager to fund NPS water pollution abatement projects.
If a political subdivision finances a nonpoint source project along with a wastewater or drinking water project, the interest rate can be reduced at closing by up to 0.5% to provide savings (by reducing repayments) equal to as much as one-half of the total cost of the NPS project.

Political subdivisions including incorporated cities, towns, counties, conservancy districts, sanitary districts, and regional water, sewer, and waste districts are eligible to apply. Completing the Application
Eligible entities interested in applying for WWSRF financing should submit a completed WWSRF application form and one additional copy to the address listed therein. Only one application which addresses all project financing for the [fiscal] year of the application should be submitted. The application must be completed in full and signed by the designated representative.
Submission of a completed application will qualify a community’s request for wastewater infrastructure and / or Nonpoint Source needs for placement on the SFY 2006 Project Priority List (PPL). Inclusion on the PPL is required to obtain WWSRF project financing. The PPL is prepared annually with an effective date of July 1 (expiring June 30 the following year) as part of the Intended Use Plan (IUP).
Upon receipt of this application, the WWSRF Administrator will contact you to meet with us. Since submittal of this application will place your community on our SFY 2006 PPL, please be prepared to meet with us before July 1, 2005 to discuss your project. During the meeting, the program’s process and Preliminary Engineering Report requirements will be explained to your community’s authorized representative and engineering consultant. A project cannot close on a loan until WWSRF has approved the project’s PER, which details the proposed project’s technical, financial and environmental aspects.
