The Indiana Department of Administration (IDOA), Indiana Department of Transportation and public colleges from across the state have conducted a disparity study related to their procurement and contracting procedures.

The study includes:

  • Accounts from business owners and other industry representatives about working in Indiana.
  • Experiences of discrimination based on race, ethnicity or gender in the Indiana marketplace, if any.

The agencies and public colleges who have participated will use the study information as they consider future implementation of the State’s MBE/WBE and DBE programs. The final results of the Disparity Study have been posted for viewing on the State of Indiana Minority and Women’s Business Enterprises Division website.

Participation Goals

Participation Goals for state contracts are reviewed and confirmed yearly by the Governor's Commission on Minority and Women's Business Enterprises. The goals are calibrated every five years based upon the results of the disparity study.
