The New Castle State Hospital facility

In the quickly growing field of construction and deconstruction recycling, Indiana State government has a shining example to share. The New Castle State Hospital facility formerly managed by the Family and Social Services Agency is now being converted into a Department of Correction special care facility.

The State Office Building Commission and the Public Works Division within the Department of Administration have made recycling and waste reduction a priority in all phases of this major project.

For example, in the demolition process prior to new construction, several tons of material were diverted from landfills. As buildings were demolished, concrete, brick and tile block were separated out of the pile to be crushed for road base, and all metals were separated and sold as scrap. This effort saves the State hauling and dumping fees, as well as the cost of bringing in road base materials.  Construction Site 

In addition, the materials are being reused which reduces the need for mining raw road base materials, such as gravel and sand. Also, as land was being cleared trees were separated into two categories. Any tree with a circumference of 6 inches or less was saved for replanting in a nursery and all other trees and shrubs were separated for composting. The campus will have a large compost facility to handle all yard waste and kitchen scraps, thus reducing waste hauling expenses, decreasing sewer system loads, and creating a valuable resource- compost!

Additionally, in the upcoming construction phase several environmental options are being considered, such as natural and high efficiency lighting, and energy conservation through proper insulation, passive solar design, building orientation and earth work.
