NetDMR is a free, federal, Web-based tool that allows National Pollution Discharge Elimination System (NPDES) and IDEM issued Pretreatment (IWP) permittees to electronically complete, sign and submit their discharge monitoring reports (DMRs) to IDEM via a secure internet connection. NetDMR is designed to improve data quality, save paper, and provide cost savings for permittees and IDEM.
NPDES and IDEM issued Pretreatment permit holders required to submit DMRs may use NetDMR. Permittees must receive the appropriate training before requesting and receiving permission to use NetDMR. Once approved, a facility may begin submitting their DMRs electronically.

IDEM’s Office of Water Quality has prepared a series of PowerPoint slides, NetDMR Registration Walk-Through, NetDMR Data Entry Walk-Through, and NetDMR Miscellaneous (Revise, Import, Print) Walk-Through, that will take you through the account creation, registration and entry of monitoring results using the NetDMR web based system. These PowerPoint slides take you step-by-step through the process and will provide you with a reference should you need to refer back to a portion of the training material. There are several areas in this PowerPoint presentation that explain procedures to comply with reporting requirements specific to Indiana’s NPDES program.
The Office of Water Quality will be scheduling NetDMR training sessions at Ivy Tech campus locations in Valparaiso, Warsaw, Lafayette, Muncie, Bloomington and Columbus. If you are interested in attending one of these sessions and would like to be added to the scheduling list, please email interest to the NetDMR mailbox (netdmr at idem.in.gov). Interested parties may also periodically check the IDEM NetDMR website for upcoming training sessions
Training for NetDMR is also offered by U.S. EPA as both web-based training modules and in-person webinar sessions. U.S. EPA’s training modules and live webinars are intended to provide permittees and data providers with an overview of the NetDMR account creation and data entry process. U.S. EPA’s NetDMR training is more generic in content as it does not include Indiana specific information.
Once training has been completed permit holders must mail a signed NetDMR user agreement, printed from the NetDMR production version, to IDEM to begin their online submission of Discharge Monitoring Reports (DMRs). NetDMR will take you through this process near the end of the account creation.
